Revenue Agreement with San Mateo County Community College District

 

RECOMMENDATION:

Adopt a Resolution:

 

A.

Authorizing the President of the Board to execute a revenue Agreement with San Mateo County Community College District (SMCCD) in which San Mateo County agrees to participate in the Bay Area Clean Energy Careers (BayCEC) Grant. The term is July 1, 2009 to February 14, 2012 for the amount of $240,000, there is no Net County Cost; and

   

B.

Authorizing the Director of the Human Services Agency or the Director’s designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

   

BACKGROUND:

SMCCD was awarded funding from the United States Department of Labor Community Based Training Grant for developing clean energy training programs. San Mateo County was invited to participate in the Bay Area Clean Energy Careers (BayCEC) workforce development project.

 

DISCUSSION:

There is a shortage of qualified workers for the green technology industry. BayCEC is working to retrain dislocated workers, veterans and other job seekers for green industries such as photovoltaic installation; energy efficiency auditing and retrofit; and environmental controls and solar design. San Mateo County will recruit and assess local residents for placement in BayCEC training programs.

 

The processing of this Agreement was delayed due to negotiations.

 

The County is the contractor for this Agreement. County Counsel has reviewed and approved this Agreement and Resolution as to form. The County has submitted insurance for this Agreement. The processing of this Agreement was delayed due to negotiations.

 

Approval of this Agreement contributes to the Shared Vision 2025 outcome of a Prosperous Community by providing training to residence of San Mateo County in the green jobs sector. Jobs in “green industries” have been identified as a high potential growth industry. This training will be offered to 65 San Mateo County Workforce Investment Act participants. Graduates will be supported in their return to work in a growing industry, thus increase the community prosperity.

FISCAL IMPACT:

The amount of this Revenue Agreement is $240,000. The term of this Agreement is July 1, 2009 through February 14, 2012. The revenue is included in the FY 2009-10 Adopted Budget and will be included in the FY 2010-11 and FY 2011-12 Recommended Budgets respectively. There is no Net County Cost.
