RECOMMENDATION:
|
Adopt a Resolution authorizing the President of the Board to accept an American Recovery and Reinvestment Act of 2009 (ARRA) grant from Employment Development Department (EDD) in the amount of $936,429 and the term of July 8, 2009 to March 31, 2011 for the purpose of piloting and administering a Green Jobs Corps in San Mateo County. The County is the Contractor for this ARRA Agreement. There is no Net County Cost.

BACKGROUND:
|
The Green Jobs Corps initiative was approved by the Governor of California as part of ARRA. On March 16, 2009, Governor Arnold Schwarzenegger launched the California Green Jobs Corps to continue his work in reviving California’s economy while assisting young people in developing job skills for the emerging green economy. The County of San Mateo Workforce Investment Board is one of eleven awardees in the state to implement a Green Jobs Corps project.

In 2008, under the recommendation of Supervisor Rose Jacobs Gibson, the Human Services Agency convened two Green Collar Job Summits to improve connectivity between green job businesses and job seekers, to ensure that job seekers have access to green career pathways and that employers have skilled workers to support their industry.

DISCUSSION:
|
The California Green Jobs Corps administered by San Mateo County, will prepare and train Workforce Investment Act (WIA) eligible individuals, ages 16-24, for careers in emerging green industries. The program will combine leadership, education, community service, and training opportunities in seven different regions of the County.
|
|
The County is the Contractor for this Agreement. County Counsel has reviewed and approved the Grant Agreement and Resolution as to form.
|
|
Acceptance of this Grant Agreement contributes to the Shared Vision 2025 outcome of a Prosperous Community by providing green industry employment and training services to 150 at risk-youth.

FISCAL IMPACT:
|
The ARRA Green Jobs Grant (Grant Code 120) is in the amount of $936,429. The term of the grant July 8, 2009 through March 31, 2011. The grant will be used to reimburse the County’s WIA program for activities in support of the ARRA Green Jobs initiative. Program activities are reimbursable at 100% of cost up to the limit of the grant. The grant funding has been incorporated into the WIA Program Budget, FY 2009-10 Adopted Budget, and will be included in the FY 2010-11 Recommended Budget. There is no Net County Cost.
