Application for State Transportation Improvement Program Transportation Enhancement Funding for Fiscal Year 2010-2011

 

RECOMMENDATION:

Adopt a Resolution authorizing the Director of Public Works or his designee to submit an application for State Transportation Improvement Program Transportation Enhancement Program Funding to finance a revised project scope to include the San Mateo County Bicycle and Pedestrian Enhancements Project.

 

BACKGROUND:

On December 15, 2009, your Board adopted Resolution No. 070582 authorizing the Director of Public Works to submit an application up to $200,000 in State Transportation Improvement Program (STIP) Transportation Enhancement (TE) Program Funding to finance the Installation of Colored Bike Lanes on Alameda de las Pulgas in the West Menlo Park and Sequoia Tract areas.

 

On December 17, 2009, the Department of Public Works (Department) was informed by the California Department of Transportation that installation of colored bike lanes was considered “experimental” and additional approvals would need to be obtained from the Federal Highway Administration and the California Traffic Control Devices Committee to proceed with the project. However, there was no guarantee that the additional approvals would be granted or obtained in time to secure the funding. As a result, the Department is recommending to modify the scope of the project and redirect the money to other work that is eligible for STIP TE funding.

 

DISCUSSION:

The County is eligible for $200,000 in STIP TE Program Funding. The revised Project scope for the STIP TE Program Funding involves re-striping existing bike lanes, installing bicycle lane pavement markings, removing and replacing bike signage, installing new bike signage, re-striping or installing new pedestrian crosswalks and pedestrian crossing legends, and placing aggregate base material in the shoulder areas adjacent to the paved bike lanes such that the two materials are at the same height. The vicinity maps indicating the locations and type of work are attached as Exhibit “A”.

 

STIP TE Program Funding can only be used for specific types of projects that must have a direct relationship by function, proximity or impact to the surface transportation system for either bicyclists or pedestrians. The proposed project and associated work qualifies for this type of funding.

 

The Resolution is in a form required by the Metropolitan Transportation Commission (MTC). The Department requests that the Board authorize the Director of Public Works to execute and file an application for this project with MTC.

 

If the funding is approved by MTC, the Department will prepare plans and specifications for the work, which will be bid on a competitive basis.

 

County Counsel has approved the Resolution as to form.

 

Submitting an application for the STIP TE Program Funding will contribute to the Shared Vision 2025 outcome of a Livable Community by allowing the Department to better delineate and mark the existing bike lanes and crosswalks to increase the awareness of the traveling public that bicyclists and pedestrians utilize the roadway for commuting or recreational activities. This will enhance the accessibility and connectivity of the transportation system for bicyclists and pedestrians in the community.

 

FISCAL IMPACT:

The Project is proposed to be financed with STIP TE grant funds up to $200,000. We are proposing to initially finance construction of the project with Road Funds as Program Funds are received on a reimbursable basis. The Road Fund will be reimbursed once Program Funds are received.

 

There is no impact to the General Fund.
