TO:

Honorable Board of Supervisors

FROM:

James C. Porter, Director of Public Works

SUBJECT:

Removal of a No Parking Zone on Warrington Avenue, Unincorporated Redwood City

RECOMMENDATION:

Adopt a resolution Rescinding a No Parking Zone on Warrington Avenue in unincorporated Redwood City.

BACKGROUND:

Section 22507 of the California Vehicle Code and Section 7.28 of the County Ordinance Code allow the Board of Supervisors to establish parking zones that prohibit or restrict the stopping, parking, or standing of vehicles.

Previous owners of a business at 832 Warrington Avenue requested a parking restriction near their property because cars parked at that location made it difficult for their trucks to enter and exit the property. On June 28, 2005 your Board approved Resolution No. 67421 authorizing several no parking zones throughout the county, including one at 832 Warrington Avenue.

DISCUSSION:

The current business owners at 832 Warrington Avenue do not operate large trucks and find that an additional parking space would be beneficial to their business. Therefore, they have requested that the Department of Public Works remove the existing parking restriction. Staff investigated the site and concurs with the owner that removal of this parking restriction would benefit the public. A map of the existing parking zone location is included in Attachment “A.”

Property owners on adjacent blocks extending a minimum of 300 feet from the proposed parking zone removal were notified of the date and time of the Board’s meeting when these items will be considered. In addition, local community groups including the North Fair Oaks Community Council were likewise notified. To date, there have been no objections.

The location of parking restrictions on County maintained streets are currently shown on maps in the Department of Public Works, and will be made available in list form on the Department’s web site. The master lists will be updated to reflect the recommended changes if your Board approves the proposed resolution.

County Counsel has reviewed and approved the Resolution as to form.

Approval of this ordinance contributes to the Shared Vision 2025 outcome of a Livable Community by allowing residents and business owners to help shape the neighborhood parking designations in a way that best fits their collective needs.

FISCAL IMPACT:

The cost for staff time involved in evaluating and processing requests for traffic regulations is financed with Road Funds. The cost of painting gray over the red curb markings to remove the no parking zone is approximately $100. The cost of the parking zone removal will be financed with Road Funds. There are no signs to remove at this location. There will be no impact to the General Fund.
