BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION AUTHORIZING THE DIRECTOR OF PUBLIC WORKS TO PROCEED WITH (1) PREPARING PLANS AND SPECIFICATIONS FOR A PROJECT TO RESURFACE VARIOUS STREETS IN THE LADERA, NORTH FAIR OAKS, DISTRICT 4, PALOMAR PARK, AND SAN MATEO HIGHLANDS AREAS TO BE FUNDED THROUGH THE FEDERAL ECONOMIC STIMULUS II PROPOSAL, REFERRED TO AS THE “JOBS FOR MAIN STREET ACT OF 2010”; AND (2) FILING A NOTICE OF EXEMPTION FOR A CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) CATEGORICAL EXEMPTION IN ORDER TO OBTAIN NATIONAL ENVIRONMENTAL POLICY ACT (NEPA) APPROVAL; AND (3) ADVERTISING FOR BIDS ON THE PROJECT, AND REPORTING BACK TO THIS BOARD WITH RECOMMENDATIONS ON AWARDING A CONTRACT.

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, the Federal Government is in the process of developing a second Economic Stimulus Proposal, referred to as the “Jobs For Main Street Act of 2010,” (Act) to inject the United States economy with funding to create work and employment; and

 

    WHEREAS, the Department of Public Works is developing a project to be considered for receiving funds from the Act; and

 

WHEREAS, it is projected that as a condition of receipt of the federal funding, projects eligible under the Act will be required to be awarded within 90 days after enactment of the Act; and

 

WHEREAS, the Director of Public Works has recommended reducing the length of time currently required to proceed through the contract bid and award process for this project in order to award the contract within 90 days after enactment of the Act; and

 

WHEREAS, one way to reduce the process time is to eliminate the need for this Board to adopt a resolution authorizing the Director of Public Works to call for bids of projects under the Act; and

 

WHEREAS, the project qualifies for a Categorical Exemption pursuant to Section 15301(c) of the CEQA Guidelines for Implementation because the work consists of repair and maintenance of existing streets or highways; and

 

WHEREAS, this Board has considered and agrees with the recommendations of the Director of Public Works and has determined that the project should be carried out if the funding from the Act described herein becomes available.

 

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that:

The Director of Public Works is authorized to proceed with preparing plans and specifications for a Project to Resurface Various Streets in the Ladera, North Fair Oaks, District 4, Palomar Park, and San Mateo Highlands Areas of San Mateo County to be funded by the Economic Stimulus II Proposal, referred to as the Jobs For Main Street Act of 2010.

The project is categorically exempt from CEQA pursuant to section 15301(c) of the CEQA Guidelines, and the Director of Public Works is hereby authorized and directed to file a CEQA Notice of Exemption as NEPA clearance is necessary for the Federal Highway Administration to authorize advertising and construction of the Project.

The Director of Public Works is directed to advertise for bids on the Project as defined above, and to report to this Board with recommendations on awarding a contract to the lowest responsible bidder for said project once bids are received and confirmed.
