SUBJECT:

Resolution Authorizing Special Mail Ballot Elections on May 4, 2010

 

RECOMMENDATION:

Adopt a resolution authorizing the Chief Elections Officer to render specified election services for the Menlo Park City School District Special Election and the Portola Valley Elementary School District Special Election to be held on Tuesday, May 4, 2010; Both elections are to be conducted entirely by mail ballot.

 

BACKGROUND:

California Elections Code section 10002 provides for the governing body of any city or district to request the Board of Supervisors of the County to permit the County Elections Officer to render specified services to the city or district relating to the conduct of an election. Subject to approval of the Board of Supervisors, these services shall be performed by the Chief Elections Officer. Elections Code sections 4000, and 4108 provide for conducting the election by all-mailed ballots.

 

DISCUSSION:

The request of the Menlo Park City School District and the Portola Valley Elementary School District is proper and the County Elections Officer is agreeable to providing the specified election services as requested, and all related costs will be reimbursed by the requesting districts. Both districts’ elections will be conducted entirely by mail.

 

County Counsel has reviewed the Board Memo and Resolution as to form.

 

Approval of this Resolution will contribute to the Shared Vision 2025 outcome of collaboration as leaders are forging a partnership, promoting a regional solution on behalf of informed and engaged residents and supporting the outcome of fiscal accountability and concern for future impacts.

The numbers used in the performance measures in FY 2008-09 were from the consolidated May 5, 2009 Special Election where three school districts placed parcel tax measures onto the ballot. The May 4, 2010 Special All-Mail Ballot Election will consist of two districts each placing one parcel tax measure on the ballot. The projected turnout estimate of 36% is in line with similar special elections already completed this year, including the February 23, 2010 special election that had a turnout of 35.3% and the March 2, 2010 special election that had a turnout of 41.2%.

FISCAL IMPACT:

Related costs will be paid from budgeted funds existing in the Elections Budget Unit. There will be no Net County Cost. The requesting districts will pay for all services performed.
