Appointments to the San Mateo County Workforce Investment Board

 

RECOMMENDATION:

Approve the appointments of Jing Luan and James I. Master to the Workforce Investment Board. Both have been approved by the WIB Executive Committee at a Dec. 17, 2009, meeting.

 

BACKGROUND:

Mandated WIB Members Ron Galatolo and William Parker have resigned from the WIB. Jing Luan will replace Galatolo through his remaining term, expiring June 30, 2012. James I. Master will replace Parker through his remaining term, expiring June 30, 2010.

 

DISCUSSION:

Both of these seats represent the “Public” sector membership criteria of the San Mateo County Workforce Investment Board.

 

Jing Luan, Ph.D., is the Vice Chancellor of the San Mateo County Community College District. He is directly involved in district policy decisions in regards to workforce training, in particular, cross-district curriculum discussions. His office also coordinates grant proposals by identifying grant leads, organizing district-wide collaborations in grant writing, and forming partnerships with external agencies, including other Workforce Investment Boards.

James I. Master is the Interim Executive Director of the Community Action Agency of San Mateo County as well as the Deputy Director for Planning and Programs. The CAA is integrating “green job training” into the Weatherization Assistance Program and helps manage about $5 million of publicly funded programs. He has a broad background in workforce development, including government, union and community-based organizations.

 

These appointments maintain and reinforce the collaborative nature of the Workforce Investment Board membership, interfacing with the Community College District and the Community Action Agency.
