SUBJECT:

Recommended Revision to the Salary Ordinance

 

RECOMMENDATION:

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

 

BACKGROUND:

Each year following budget deliberations your Board adopts the annual salary ordinance. The ordinance enacts the decisions made during budget hearings concerning the number of positions in the County. Throughout the year, because of changes in the operating needs of departments, salary ordinance amendments are recommended that make adjustments to department staffing configurations.

 

DISCUSSION:

The salary ordinance changes herein represent the:

deletion of five positions;

addition of five positions; and

reclassification of one position.

 

These actions were approved for study by the County Manager's Office and the amendment has been reviewed by the County Counsel’s Office.

 

These changes contribute to the Shared Vision 2025 outcome of a Prosperous Community by ensuring that departments have staff with the skills necessary to perform the work and allow departments to provide exceptional service to the community.

ORGANIZATION 14000 CONTROLLER’S OFFICE

 

Action:

Delete: One position of E350, Fiscal Office Specialist
Biweekly Salary: $1,694.40 – $2,117.60
Approximate Monthly Salary: $3,672.00 – $4,589.00

 

Explanation:

This action reflects the deletion of one vacant Fiscal Office Specialist position as part of the department’s budget reduction strategies. This action represents a monthly salary and benefits savings of $6,287. The total number of authorized positions is decreased by one position.

 

ORGANIZATION 39000 PARKS DEPARTMENT

 

Action A:

Delete: One position of L039, Park Ranger III
Biweekly Salary: $2,235.20 – $2,793.60
Approximate Monthly Salary: $4,843.00 – $6,053.00

   

Action B:

Add: One position of L025, Park Ranger IV-E
Biweekly Salary: $2,532.20 – $3,164.80
Approximate Monthly Salary: $5,486.00 – $6,858.00

 

Explanation:

This is the deletion of one Park Ranger III and the addition of one Park Ranger IV to supervise resources and efforts throughout the mid-coast area. This action represents a monthly salary and benefits cost of $1,102. There is no change in the total number of authorized positions.

Reclassify: One position of D221, Health Director of Finance
Biweekly Salary: $4,139.20 – $5,173.60
Approximate Monthly Salary: $8,969.00 – $11,210.00

   
 

To: One position of D067, Health System Director of Strategic Operations
Biweekly Salary: $4,345.60 – $5,432.00
Approximate Monthly Salary: $9,416.00 – $11,770.00

   

Explanation:

This is the reclassification of one vacant Health Director of Finance position to Health System Director of Strategic Operations. A classification study determined that the scope of this position’s duties and responsibilities are more appropriately represented by the Health System Director of Strategic Operations classification. This action represents a monthly salary and benefits cost of $795. There is no change in the total number of authorized positions.

Action A:

Delete: One position of F002, Epidemiologist
Biweekly Salary: $2,393.60 – $2,992.00
Approximate Monthly Salary: $5,187.00 – $6,483.00

Add: One position of N041, Graphics Specialist
Biweekly Salary: $2,012.00 – $2,515.20
Approximate Monthly Salary: $4,360.00 – $5,450.00

 

Explanation:

This is the deletion of one vacant Epidemiologist position and the addition of one Graphics Specialist position. This deletion will assist with the overall strategic effectiveness of the department. This action represents a monthly salary and benefits savings of $1,415. There is no change in the total number of authorized positions.

   

ORGANIZATION 62000 COMMUNITY HEALTH

 

Action:

Add: One position of B179, Assistant Public Health Laboratory Director - Unclassified
Biweekly Salary: $2,941.60 – $3,676.80
Approximate Monthly Salary: $6,374.00 – $7,967.00

   

Explanation:

This is the addition of one Assistant Public Health Laboratory Director - Unclassified position which will be used to train and assist doctoral level candidates in completing the pre-requisites for public health laboratory directorship and qualifying licensure examinations. The funding source for this position will come from a grant from the California Department of Public Health. This action represents a monthly salary and benefits cost of $11,313, which will be offset by the grant funding. The total number of authorized positions is increased by one position.

Delete: One position of F122S, Physician Series
Biweekly Salary: $5,481.60 – $6,480.00
Approximate Monthly Salary: $11,878.00 – $14,041.00

   

Action D:

Add: One position of F156, Laboratory Assistant II
Biweekly Salary: $1,512.80 – $1,891.20
Approximate Monthly Salary: $3,278.00 – $4,098.00

   

Explanation:

This is the deletion of one vacant Pharmacist position and one vacant Staff Physician and the addition of one Licensed Vocational Nurse position and one Patient Services Assistant II position. These changes will assist with the overall strategic effectiveness of the department. This action represents a monthly salary and benefits savings of $20,371. There is no change in the total number of authorized positions.

 

FISCAL IMPACT:

These actions represent an estimated monthly salary and benefits savings of $14,863.00 or an estimated annual savings of $178,356.00.
