SUBJECT:

Agreement with the Coastside Adult Day Health Center for the Pacific Coast Dream Machines Event - Half Moon Bay Airport

 

RECOMMENDATION:

Adopt a resolution authorizing:

 

1.

the President of the Board to execute an agreement with the Coastside Adult Day Health Center which allows the Health Center to conduct the Pacific Coast Dream Machines Event at the Half Moon Bay Airport on Sunday, April 25, 2010; and

 

2.

a waiver of the 12,500-pound weight restriction at the Half Moon Bay Airport for the specified display aircraft as set forth in the Agreement.

 

BACKGROUND:

The Board has authorized similar agreements with the Coastside Adult Day Health Center (Health Center) to conduct the one-day Pacific Coast Dream Machines Event (Event) at the Half Moon Bay Airport (Airport) each of the past 19 years. The list of activities for this year’s Event is similar to past years and is included as Attachment “A”.

 

DISCUSSION:

Section 25536 of the Government Code provides that a board of supervisors, by 4/5ths vote, may enter into concession agreements to allow activities on County airport property. We are again recommending that your Board approve the Event as:

 

The proposed agreement requires the Health Center to:

 
 

provide sufficient staffing to coordinate parking, security and the general policing of the Airport area to be used. They are also coordinating traffic control with the Sheriff’s Office and the California Highway Patrol; and

 
 

provide insurance coverage for the Event that meets the requirements of the County Risk Manager; and

 
 

comply with County policies for the sale of alcohol, waste diversion and recycling and the use of disposable food service ware during the Event.

 

In addition:

 
 

Staff has notified all tiedown and hangar tenants of the proposed event as well as the Fixed Based Operators, the Federal Aviation Administration (FAA) and the providers of emergency services. The Half Moon Bay Airport Pilots' Association participates in the event and airport businesses do not object to this Event being held at the Airport.

 
 

The FAA has again agreed to staff a temporary air traffic control tower at the Airport to coordinate the aircraft rides and handle the increased number of aircraft flying to and from the Airport during the Event. The Airport will be open for normal aircraft operations on the day of the Event.

 

We are proposing to grant a waiver of the 12,500-pound weight restriction at the Airport for the specified display aircraft if your Board approves the proposed resolution.

 

County Counsel has reviewed and approved the resolution and attached agreement as to form and the Health Center has executed the agreement.

 

Authorizing the execution of the proposed agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing a funding opportunity for the Health Center which serves vulnerable people on the Coastside.

 

FISCAL IMPACT:

The entrance fees - $20 for the general public; $10 for seniors and youths ages 11-17; children under ten (10) are free – are the same rates that were charged last year, and the Health Center reported that last year’s event raised over $95,000.

 

The Health Center will pay the Airport Fund $4,000 for use of the facility and for the cost of overtime as additional personnel will be on duty during the Event.

 

There is no impact to the General Fund.
