SUBJECT:

Agreement with Jacobsen & Associates / BFHL Architects to Provide Full Professional Architectural Services for the Coastside Clinic Renovation.

 

RECOMMENDATION:

Adopt a Resolution authorizing:

 

1.

the President of the Board of Supervisors to execute an agreement with Jacobsen and Associates / BFHL Architects in an amount not to exceed $147,440 for a term of one-year and nine-months, April 1, 2010 through December 31, 2011, to provide full professional architectural services for the Coastside Clinic renovation.

 

2.

the Director of Public Works or his designee to execute subsequent contract amendments up to a maximum aggregate of $25,000 for a total contract amount not to exceed $172,440.

 

BACKGROUND:

The County is the master tenant in a building at 225 Cabrillo Highway in Half Moon Bay. The building houses several Health System divisions and previously housed the Coastside Family Medical Center (CFMC) as a subtenant. The Health System provides mental health and medical services through its divisions of Behavioral Health and Recovery Services and San Mateo Medical Center (SMMC) on the second floor. CFMC, a private, non-profit community clinic that served private-pay patients as well as uninsured and Medi-Cal patients provided services on the first floor of the building until CFMC’s bankruptcy in March 2009.

 

On August 6, 2009, the Health System submitted a grant proposal to the Department of Health and Human Services Health Resources and Services Administration (HRSA) for facility improvement to the Coastside Clinic building. On December 9, 2009, HRSA awarded San Mateo County $1,756,876 for the clinic renovation project. SMMC will renovate the first floor to provide access to primary care and dental services for people in the County’s rural Coastside area.

 

DISCUSSION:

Shorline Station is a 9,418 square foot, two-story wood structure. Continued use of this building as a health facility requires substantial renovation. The County will move all medical and dental services to the first floor and retain behavioral health and administrative services on the second floor to better serve the needs of the community. The project involves reconfiguration of the existing offices, exam rooms, waiting areas, and lobby on the first floor to meet ADA, HIPAA and other regulatory requirements.

 

After completing a formal RFP process, the Department of Public Works recommends that the County contract with Jacobsen and Associates / BFHL Architects to provide full architectural services, including programming, design, preparation of construction documents, cost analysis, permitting, and construction administration.

 

The RFP process is outlined on the attached RFP matrix (Attachment A).

 

County Counsel has reviewed and approved the Resolution and Agreement as to form.

 

Approval of this agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by expanding the County’s patient service capacity resulting in increased use by uninsured or underinsured patients. It is anticipated that 78% of clinic patients will be assigned a primary care physician, which is an indicator of overall patient quality of care.

FISCAL IMPACT:

Your Board previously approved an Appropriation Transfer Request in the amount of $1,765,876.00 from anticipated revenue in the Health System to Capital Projects for the Facility Improvement project for Coastside Clinic renovation. The cost of this agreement is only a portion of the HRSA grant. There is no impact to the General Fund.
