SUBJECT:

Hazardous Material Abatement Project at Hillcrest Juvenile Facility (Project. P7T08).

 

RECOMMENDATION:

Adopt a resolution rejecting all bids received for the Hazardous Material Abatement Project at Hillcrest Juvenile Facility.

 

BACKGROUND:

On December 1, 2009, the Board adopted Resolution No. 070545, which adopted plans and specifications, including conformance with prevailing wage scale requirements, and called for sealed bids for the above referenced project.

 

The San Mateo County Hillcrest Juvenile Facility, consisting of the Juvenile Hall, Juvenile Courts, and Probation Department offices, is a complex of buildings constructed between 1947 and 1978. The Hillcrest Juvenile Facility was vacated by the Probation Department in 2006, when the new Youth Services Center (YSC) was opened. As part of the YSC Master Planning process, the Hillcrest Juvenile Facility was evaluated for historic value, and deemed not eligible for inclusion on the National Register of Historic Places. Currently, the Hillcrest facility is no longer in use, and was designated for deconstruction and demolition as part of the YSC Master Plan.

 

DISCUSSION:

On Tuesday, January 5, 2010, 14 bids were received for this project and subsequently referred to this office for checking and recommendation. A summary of the bids received is attached as Exhibit “A.”

 

After reviewing the bids, we have concluded that it will be more efficient and cost-effective to combine the abatement, deconstruction, and demolition phases of the project into one bid package. Therefore, we recommend that the Board reject all bids. After this has been done, we plan to revise the bid documents.

 

We believe that rejecting these bids and combining the abatement, deconstruction, and demolition phases of the work into one project is in the best interest of the County. The Instructions to Bidders included in the bid documents provides for the rejection of all bids by your Board if such action is in the best interest of the County.

 

County Counsel has reviewed and approved the Resolution as to form.

 

Rejecting all bids and readvertising with a revised bid package will contribute to the Shared Vision 2025 outcome of a Collaborative Community by achieving cost savings related to separate bidding processes and ensure better coordination between project phases.

 

FISCAL IMPACT:

Revising the bid package and readvertising is estimated to increase the project cost by less than $5,000. However, combining the abatement, deconstruction, and demolition phases in one bid package is expected to yield savings larger than the cost increase from re-bidding. Overall, the total project cost for all phases is currently estimated at approximately $2 Million. The project will be financed through dedicated lease revenue bonds for the Youth Services Campus master project. These funds are administered by California Financial Services, and there are sufficient bond funds available to complete the project.
