SUBJECT:

No Parking Zone on Alpine Road near Russian Ridge Open Space Preserve, Unincorporated San Mateo County

 

RECOMMENDATION:

Adopt a resolution authorizing the establishment of a no parking zone on Alpine Road near Russian Ridge Open Space Preserve in unincorporated San Mateo County.

 

BACKGROUND:

Section 22507 of the California Vehicle Code and Section 7.28 of the County Ordinance Code allow the Board of Supervisors to establish parking zones that prohibit or restrict the stopping, parking, or standing of vehicles.

 

DISCUSSION:

The Department of Public Works received a request from the Midpeninsula Regional Open Space District (MROSD) to establish a No Parking Zone on Alpine Road near the Russian Ridge Open Space Preserve parking lot. A map of the proposed traffic control devices is included in Attachment “A.”

 

Rangers of MROSD have observed that, during wildflower season, many visitors park their vehicles on both sides of Alpine Road, thus restricting the road width. In the event of a wild fire, MROSD believes that the restricted road width will not be sufficient to allow fire engines to move quickly through this area.

 

In order to maintain a minimum clear roadway width of 20 feet, the Department proposes that a No Parking Zone be established on the southerly side of Alpine Road for the first 700 feet west of Skyline Boulevard. MROSD rangers will be the primary agency enforcing the proposed No Parking Zone.

 

Property owners on adjacent blocks extending a minimum of 300 feet from the proposed parking restriction were notified of the date and time of the Board’s meeting when this item will be considered. In addition, a public notice was posted in the Russian Ridge Open Space Preserve parking lot. To date, there have been no objections.

 

The location of signs and parking restrictions on County maintained streets are currently shown on maps in the Department of Public Works, and will be made available in list form on the Department’s web site. The master lists will be updated to reflect the recommended changes if your Board approves the proposed resolution.

 

County Counsel has reviewed and approved the Resolution as to form.

 

Approval of this action contributes to the Shared Vision 2025 outcome of a Collaborative Community by partnering with Midpeninsula Regional Open Space District (MROSD) to facilitate orderly roadside parking along a County maintained road that that winds through a MROSD preserve. The Department of Public Works and MROSP will work together to inform citizens of the no parking zone through signs and enforcement. The proposed no parking zone will keep a path open for emergency vehicles.

 

FISCAL IMPACT:

The cost for staff time involved in evaluating and processing requests for traffic regulations is financed with Road Funds. The cost of installing two no parking signs is approximately $500. The cost of the signs will be financed with Road Funds. There will be no impact to the General Fund.
