February 2010 Update on American Recovery and Reinvestment Act of 2009 Funding to San Mateo County

 

RECOMMENDATION:

Accept this monthly report on the American Recovery and Reinvestment Act of 2009.

 

BACKGROUND:

The federal economic stimulus, The American Recovery and Reinvestment Act of 2009 (ARRA)—commits a total of $787 billion to stimulate the national economy.

 

DISCUSSION:

This is the seventh monthly update.

 

Recovery funds received in February include:

$2.25 million in FY 2008-09 and FY 2009-10 awarded to the Department of Child Support Services (DCSS) from the State Department of Child Support Services. DCSS expects to receive an additional $305,860 in stimulus funding in FY 2010-11 for a total of $2.5 million. These stimulus funds the department’s administrative base allocation are used to pay for salaries and benefits, services and supplies and other charges.

$1.9 million in TANF Emergency Contingency Funds (ECF) to the Human Services Agency (HSA) from the state to provide basic assistance, non-recurrent short-term benefits and subsidized employment. HSA is currently in the process of screening, assessing and qualifying persons for job placement. To-date, the agency has qualified 100 clients for subsidized employment, completed agreements with 30 employers, and placed eleven clients in jobs. These include administrative assistants, chefs, solar panel installers, and technology managers.

$783,000 in State Energy Program funding by the California Energy Commission as part of larger Association of Bay Area Governments led effort. Funding through Retrofit Bay Area will be used to train contractors and city and county building inspectors, conduct local market analysis, homeowner workshops and resources, and provide mini grants for community groups assisting with targeted outreach.

$382,000 in State Energy Program funding by the California Energy Commission. The funding, part of CaliforniaFIRST a 14 county pilot project to test the market for property assessed clean energy financing for residential energy and renewable power projects, will be used to customize marketing materials, to produce an interactive website and for grant administration.

Recovery funds applied for include:

$15 million by the Health System to the U.S. Department of Health and Human Services, Beacon Community Cooperative Agreement Program, which provides funding to communities to strengthen their health information technology infrastructure and achieve measurable improvements in health care quality, safety, efficiency and population health;

$9 million by the Health System to the U.S. Department of Health and Human Services, PROSPECT (Prospective Outcome Systems Using Patient-specific Electronic data to Compare Tests and Therapies) Studies, which provides funding to advance the quality, depth and scale of electronic data collection infrastructures as a basis for comparative effectiveness research; and

$6.7 million by the Health System to the U.S. Department of Health and Human Services for the Communities Putting Prevention to Work program, a multi-departmental and community collaborative that involves schools and nonprofit partners. The grant will be used to support community cooperative agreements to increase physical activity, improve nutrition, and decrease obesity and smoking.

Approval of this report contributes to the Shared Vision of 2025 of a Collaborative Community by providing County residents with information on the receipt and use of federal stimulus dollars by the County.

FISCAL IMPACT:

In the month of February, the County has received an additional $4.15 million in federal stimulus funding, been awarded an additional $1.16 million and applied for over $30 million in recovery act grants. The County has received a total of $15.86 million in American Recovery and Reinvestment Act funding to-date. A total of 41 jobs have been saved or created with ARRA funding and over 17,000 County residents have been served with stimulus dollars.
