BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION: (A) WAIVING THE REQUEST FOR PROPOSALS (RFP) PROCESS; (B) AUTHORIZING THE PRESIDENT OF THE BOARD TO EXECUTE AN AGREEMENT WITH KNOWLEDGE COMPUTING CORPORATION (KCC) FOR AN AMOUNT NOT TO EXCEED $332,669.50, AND A TERM COMMENCING MARCH 1, 2010 TO JUNE 30, 2011, FOR THE IMPLEMENTATION, TRAINING, MAINTENANCE AND WARRANTY SERVICES FOR AN INTEGRATED REGIONAL LAW ENFORCEMENT INFORMATION SHARING SYSTEM ALSO KNOWN AS COPLINK; AND (C) AUTHORIZING THE SHERIFF OR SHERIFF’S DESIGNEE TO EXECUTE AMENDMENTS AND MINOR MODIFICATIONS TO THIS AGREEMENT NOT TO EXCEED AN AGGREGATE OF $25,000 AND/OR MODIFY THE AGREEMENT TERM AND/OR SERVICES SO LONG AS THE MODIFIED TERM OR SERVICES IS/ARE WITHIN THE CURRENT OR REVISED FISCAL PROVISIONS.

 
 

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, under the FY07 Homeland Security Grant Program and FY07 Urban Area Security Initiative (UASI) Grant Program, the NCRTTAC and the San Francisco Bay Area Urban Area Security Initiative (UASI) is managing a project to establish records management system (RMS) connectivity between Bay Area law enforcement and justice agencies throughout the State of California through the COPLINK system; and

WHEREAS, COPLINK organizes and rapidly analyzes vast quantities of structured and seemingly unrelated data, housed in various incompatible databases and record management systems, over a highly secure intranet-based platform; and

WHEREAS, on July 7, 2009, the Sheriff executed an Agreement (Resolution No. 070275) with Knowledge Computing Corporation (KCC) to implement and maintain COPLINK for the law enforcement agencies throughout the County of San Mateo; and

WHEREAS, the Sheriff wishes to enter into a second Agreement with Knowledge Computing Corporation (KCC) for an amount not to exceed $332,669.50, and a term commencing March 1, 2010 through June 30, 2011, to implement and maintain COPLINK between the San Mateo County Sheriff’s Office, Marin County Sheriff’s Office and Sonoma County Sheriff’s Office; and

WHEREAS, the California Emergency Management Agency (Cal EMA) has approved a Sole Source contract request to contract with KCC based on the fact that no other vendor has the ability to establish connectivity with other justice agencies and offer all of the analytics and capabilities that the COPLINK system offers; and

WHEREAS, for the reason stated above, it is in the County’s best interest to waive the Request for Proposal process since KCC is considered a sole source provider; and

WHEREAS, this board has been presented with a form of such Agreement, and has examined and approved same as to both form and content, and desires to enter into same:

    NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the:
    (A) Request for Proposal process is hereby waived; (B) President of this Board of Supervisors be, and is hereby authorized to, execute the Agreement with Knowledge Computing Corporation (KCC), for and on behalf of the County of San Mateo, and the Clerk of this Board of Supervisors shall attest the President’s signature thereto; and (C) Sheriff or Sheriff’s designee is hereby authorized to execute amendments and minor modifications to this agreement not to exceed an aggregate of $25,000 and/or modify the agreement term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.
