THE BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA HONORS AND COMMENDS THIRTY-SIX YEARS OF SERVICE BY

LIEUTENANT RAHN SIBLEY

* * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * *

Whereas, Mr. Rahn Sibley, a first generation law enforcement officer, received his call to serve as a police officer in 1971. He worked with several city police departments and

received many awards, certificates and honors during his 36 years in public service to

the law enforcement profession, rising to the ranks of Sergeant, Lieutenant and Acting Police Chief; and

 

Whereas, in 1986, Mr. Sibley began the Reserve Officer Program and Neighborhood Watch Program in East Palo Alto. He met with members of the community to establish meetings and criteria for community interaction and awareness about crime, violence, drugs and other activity occurring in the City; and

   

Whereas, in 1987, Mr. Sibley worked with the police departments in neighboring cities to establish a multi-patrol task force. This team assisted with special projects, call outs and major activity requiring allied agencies to get involved in suppressing crime; and

 

Whereas, in 1988, Mr. Sibley spearheaded the Police Activities League and Crime Analysis Program. He worked with several sports programs in East Palo Alto to bring about activities in the community that would cater to youth, providing them with activities and programs that would help them excel, and stay out of gangs and off of drugs. The Crime Analysis Program allowed the department to use crime reports and calls for service information to solve crimes and deploy officers; and

 

Whereas, in 1992, Mr. Sibley began a Community Policing and Code Enforcement Program as a continued effort to assist with reducing crime and violence in East Palo Alto. In 1993, he began the East O’Keefe Program, working with residents and staff

on East O’Keefe to address the challenge of blight, drugs and violence, and in 1997,

Mr. Sibley created the Family Violence Prevention Program to respond to the growing challenge of domestic violence in East Palo Alto.

 

NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of the County of San Mateo, State of California, hereby commends Mr. Rahn Sibley for his thirty-six years of service to the residents of Inglewood, Montebello, Riverbank, Piedmont, Compton and East Palo Alto.
