SUBJECT:

Agreement with California Department of Public Health

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute Agreement 10-95144 with the California Department of Public Health to participate in the Public Health Microbiologist Post-doctoral Training Program for the period of July 1, 2010 through June 30, 2012, for a maximum obligation of $240,000.

 

BACKGROUND:

In the state of California persons who wish to direct public health laboratories must meet both state and federal requirements. Current qualifications include a doctorate in certain sciences, national board certification, a California Public Health Microbiologist certificate and four or more years of experience in a public health laboratory, including two or more years of supervisory experience.

 

DISCUSSION:

The California Department of Public Health (CDPH) has awarded funding to the San Mateo County Public Health Laboratory to provide training to one candidate to complete two years of Public Health laboratory supervision experience, pre-requisite for a Public Health Laboratory directorship and if necessary prepare the candidate with specialized training for a qualifying Board certification exam.

 

As part of the FY 2010-11 Recommended Budget, Community Health will add one unclassified Assistant Laboratory Director position. The position will only be utilized during the two years of training and is funded entirely by State funds.

 

County Counsel has reviewed and approved the Agreement and Resolution as to form.

 

Approval of this Agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing training to a Public Health Laboratory directorship candidate to enhance the caliber of the pool of applicants who will eventually serve as Director of Public Health Laboratories. It is anticipated that Public Health Microbiologists will pass 92% of laboratory proficiency tests each year.

FISCAL IMPACT:

The term of the Agreement is July 1, 2010 through June 30, 2012. The maximum obligation of the Agreement is $240,000. Funds in the amount of $120,000 will be included in the Public Health FY 2010-11 Recommended Budget and $120,000 will be included in future budgets. There is no Net County Cost associated with this Agreement.
