Agreement with Alpa Sanghavi, MD

 

RECOMMENDATION:

Adopt a Resolution:

1.

Authorizing the President of the Board to execute an Agreement with Alpa Sanghavi, MD to provide administrative and medical leadership for specific project services in an amount not to exceed $117,600 for the term of March 1, 2010 through February 28, 2011; and

   

2.

Authorizing the Chief of the Health System or designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

BACKGROUND:

San Mateo County is responsible for providing necessary medical care to its medically indigent population. Since September 1, 2009, Dr. Sanghavi has provided oversight and medical leadership for the delivery of care throughout the medical and specialty care clinics.

 

DISCUSSION:

The services to be provided by Dr. Sanghavi are:

 
 

1.

Medical leadership for specific projects, including palliative care, LEAN, and specialty access redesign

 

2.

Working with clinic managers to provide medical leadership for the medical and specialty clinics

 

3.

Working with San Mateo Medical Center (SMMC) administration requiring administrative medical leadership in both the inpatient and outpatient settings

Contracts for Physicians and Mental Health contracts involving “any qualified provider” are exempt form the County’s Request for Proposals as described under Administrative Memorandum B-1.

 

The Health System Redesign Initiative Team and Risk Management have reviewed and approved this Agreement. County Counsel has reviewed and approved the Resolution and Agreement as to form.

 

The Contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, and equal benefits.

 

Approval of this Agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing coordinated care for inpatient, clinic and surgical services to the patients of SMMC. It is anticipated that there will be a 10% reduction in the average time a patient spends in the specialty clinics for care.

* FY 2008-09 performance measure is not applicable as the new responsibilities outlined in this Amendment were not in effect for Dr. Sanghavi during this time period.

 

FISCAL IMPACT:

The term of the Agreement is March 1, 2010 through February 28, 2011. The maximum amount of the Agreement is $117,600. Funds in the amount of $39,200 are included in the SMMC FY 2009-10 Adopted Budget. Funds in the amount of $78,400 will be included in the SMMC FY 2010-11 Recommended Budget.

 

Expenses at SMMC are covered by fees for services or third-party payors whenever possible. The portion of expenses for services provided to the medically indigent or to those covered by programs that do not meet the full costs of care is covered by the County’s General Fund contribution to SMMC.
