SUBJECT:

Resolutions Establishing Salaries and Benefits for Unrepresented Management, Attorney and Confidential Employees

 

RECOMMENDATION:

Adopt three resolutions authorizing the President of the Board to establish salaries and benefits for unrepresented management, attorney, and confidential employees for the term November 1, 2009 to October 31, 2010.

 

BACKGROUND:

The County concluded negotiations with SEIU and with AFSCME in the Fall 2009 concerning terms and conditions of employment. The Memoranda of Understanding for these unions were approved by the Board of Supervisors on November 10, 2009 and December 1, 2009, covering a nine-month term from November 1, 2009 through August 7, 2010. With the conclusion of bargaining with SEIU and AFSCME, the County adopts resolutions that establish salary and benefits for unrepresented employees.

 

DISCUSSION:

The recommended resolutions for management, attorneys, and confidential employees cover a twelve-month period from November 1, 2009 through October 31, 2010. The following summarizes the major elements in the resolutions.

 

No cost of living increases through the term of the resolutions;

Reduction in County pickup of employee retirement contribution from 100% to 75% (for management and attorneys);

Clarification of health insurance benefit language;

Update to retiree health benefit language for new managers to reflect changes the Board approved on March 25, 2008 (Resolution #069325);

Change to health insurance premium cost sharing for part-time employees;

Clarification of administrative leave benefit for part-time employees;

Conversion of Aetna HMO to Blue Shield HMO;

Reduction in dependent age limit for insurance coverage from 30 to 24;1

Performance-based differential for the Chief Financial Officer of the San Mateo Medical Center (SMMC).

 

County Counsel has reviewed and approved the Resolutions as to form. Approval of these resolutions contributes to Shared Vision 2025 of a Prosperous Community by ensuring cost-effective compensation structures for County employees.

 

FISCAL IMPACT:

During the twelve months that these resolutions will be in effect, the County will realize a net savings of approximately $1,563,000.

1 Human Resources is currently reviewing the recently enacted healthcare reform law and its dependent age limit provision. The County’s current policy for covering employee dependents up to their 24th birthday is still in effect until more information is available on the implementation of this provision.
