SUBJECT:

Third Amendment to the Agreement with Youth and Family Enrichment Services for community-based prevention services

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute a Third Amendment to the Agreement with Youth and Family Enrichment Services (YFES) for the purpose of providing additional youth with community-based prevention services through the Transitional Housing Placement Plus (THP+) Program, the term remains July 1, 2007 through June 30, 2010, increasing the amount by $387,000 to $2,640,890, there is no Net County Cost.

 

BACKGROUND:

The County entered into an Agreement with YFES on November 6, 2007 by Resolution Number 069098 in the amount of $1,042,537 to provide case management services for Your House Residential Services, Crisis Intervention Suicide Prevention Services, Aftercare Services, Transitional Housing Placement Program (THPP) and the Daybreak Program. YFES also provides counseling, education and residential services.

 

This Agreement has been amended on two occasions, first on December 16, 2008 by Resolution Number 069845 and again on June 23, 2009 by Resolution Number 070248 increasing the amount by a total of $1,211,353 for additional services to Transitional Housing Placement Plus (THP+), adding case management services and to add information on the referral and discharging process for THPP youth in FY 2008-09 and FY 2009-10. Additionally, the term was extended by one year to June 30, 2010.

 

The County received an allocation letter from the state increasing funds for THP+ for FY 2009-10 in November 2009. This funding will support increased enrollment into the THP+ Program.

 

DISCUSSION:

The additional funding allocated by the state for THP+ for fiscal year 2009-10 will change the total allowable funding for the program from $516,000 to $903,000. Through this Third Amendment THP+ will be able to provide services for up to thirty five (35) youth.

 

County Counsel has approved this Third Amendment and Resolution as to form. Risk Management has approved the Contractor’s insurance.

 

Approval of this Agreement contributes to the Shared Vision 2025 outcome of a Prosperous Community by providing stable and supportive housing and other services for emancipated foster youth. It is anticipated that 94% of youth served under this Agreement will transition to a positive living arrangement. These performance targets reflect improvement from the previous year. The amount of youth (112) served under this Agreement is based on the amount of funding allocated by the state.

FISCAL IMPACT:

The term of this Agreement remains July 1, 2007 through June 30, 2010. This Amendment adds $387,000 for a total obligation of $2,640,890. The Amended amount is 100% THP+ state funded and has been included in the FY 2009-10 Adopted Budget. There is no Net County Cost.
