Contract for County to Provide Tenant Improvements at San Mateo County East Palo Alto Government Center

 

RECOMMENDATION:

Adopt a resolution authorizing:

 

1.

the President of the Board to execute an Agreement for the County to provide tenant improvements for the City of East Palo Alto in the amount of $224,741 (Two Hundred Twenty-Four Thousand Seven Hundred Forty-One Dollars) for Tenant Improvement construction services between May 1, 2010 and May 25, 2011; and

 

2.

the Director of Public Works to accept and issue contract change orders to provide additional services requested by the City, or to address unforeseen issues as they may arise, in consideration of the City’s agreement to pay the County additional compensation for said additional work or changed services.

 

BACKGROUND:

The County of San Mateo (County) contracts with the City of East Palo Alto (City) to provide County space for the City’s use of County property located at 2415 University Avenue in East Palo Alto. The agreement provides that the City may, at its discretion, effect tenant improvements at the property.

 

The City desires to make tenant improvements on the 2nd floor of the San Mateo County East Palo Alto Government Center, and has requested County to provide those construction services for the City. Plans for the project, which were acquired by the City from KRJ Design Group, accompanied the City’s request to the Department of Public Works’ Construction Services Section (CSS).

 

DISCUSSION:

CSS provided an estimate to perform the work as described in the project plans. The City Council found CSS’ estimate acceptable and adopted Resolution No. 3001 on December 15, 2009, authorizing its City Manager to enter into a contract with the County for the performance of said Tenant Improvements (Attachment A). These improvements consist mainly of reconfiguring existing spaces, relocating offices, storage, work, and reception areas; and associated framing, electrical, mechanical, data, and new finishes. The improvements will enhance the City’s operations in its transactions with the public.

 

County staff reviewed the scope of services to be contracted at the City’s request, and has determined that the County can provide the services requested by the City, and that $224,741 is a fair and reasonable price for the City to pay the County for providing those services.

 

County Counsel has reviewed and approved the Resolution and Agreement as to form.

 

Approval of this action will contribute to the Shared Vision 2025 outcome of a Collaborative Community by availing the County’s resources and expertise to the City of East Palo Alto and supporting their efforts to improve services, through the work environment, to the local population.

 

FISCAL IMPACT:

There is no impact to the General Fund. The project revenue supports payment to the Department of Public Works Construction Services Section for project management and construction services related to the Tenant Improvements.
