BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION 1.) WAIVING THE REQUEST FOR PROPOSALS PROCESS; AND 2.) AUTHORIZING THE PRESIDENT OF THE BOARD TO EXECUTE AN AGREEMENT WITH KEVIN W. HARPER CPA & ASSOCIATES TO PROVIDE SUPPORT AND ASSISTANCE TO THE CHIEF FINANCIAL OFFICER AND ACCOUNTING MANAGER AT SAN MATEO MEDICAL CENTER FOR A TERM OF JANUARY 1, 2010 THROUGH DECEMBER 31, 2010, FOR A MAXIMUM FISCAL OBLIGATION OF $175,000; AND 3.) AUTHORIZING THE CHIEF OF THE HEALTH SYSTEM OR DESIGNEE TO EXECUTE CONTRACT AMENDMENTS WHICH MODIFY THE COUNTY’S MAXIMUM FISCAL OBLIGATION BY NO MORE $25,000 (IN AGGREGATE), AND/OR MODIFY THE CONTRACT TERM AND/OR SERVICES SO LONG AS THE MODIFIED TERM OR SERVICES IS/ARE WITHIN THE CURRENT OR REVISED FISCAL PROVISIONS.

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, Ordinance Code Section 2.83.170 authorizes the Board of Supervisors to waive the Request for Proposals process in any situation where the Board of Supervisors determines that the best interest of the County could be served without the necessity of proposals; and

 

WHEREAS, this Board has been asked to waive the Request for Proposals process in order for San Mateo Medical Center (SMMC) to contract with Kevin Harper CPA & Associates (Kevin Harper); and

 

WHEREAS, the positions of Chief Financial Officer (CFO) and Accounting Manager at SMMC have been recently filled; and

 

WHEREAS, Kevin Harper is knowledgeable and experienced with SMMC financials and is therefore uniquely qualified to provide assistance to the SMMC CFO and Accounting Manager while they transition into their positions; and

 

WHEREAS, the County and Kevin Harper now wish to enter into an Agreement, whereby Kevin Harper will provide support and assistance to the CFO and Accounting Manager for the term January 1, 2010 through December 31, 2010, for a maximum fiscal obligation of $175,000; and

 

WHEREAS, this Board has considered this Agreement, and has approved it as to both form and content, and desires to enter into it; and

 

WHEREAS, this Board has determined that it is in the best interest of the County to waive the Request for Proposals process for the selection of Kevin Harper to provide support and assistance to the CFO and Accounting Manager.

 

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the requirement for a Request for Proposals process is hereby waived.

 

BE IT FURTHER RESOLVED that the President of the Board of Supervisors be and is hereby authorized and directed to execute said Agreement for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President’s signature thereto.

 

BE IT FURTHER RESOLVED that the Chief of the Health System or designee is authorized to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.
