RESOLUTION RATIFYING THE SIGNATURE OF THE COUNTY MANAGER TO THE AGREEMENT WITH SAN MATEO COUNTY COMMUNITY COLLEGE DISTRICT (SMCCCD) FOR THE BEYOND ECONOMIC SELF-SUFFICIENCY TOOLS PROGRAM (BESST), FOR THE TERM OF JULY 1, 2009 THROUGH JUNE 30, 2010 AND THE OBLIGATION OF $332,644, THERE IS NO NET COUNTY COST

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, SMCCCD has been working in collaboration with the Human Services Agency (HSA) to expand the Food Stamps Employment and Training (FSET) program by offering college studies as an option for Food Stamp recipients and HSA will act as the financial intermediary for federal reimbursements; and

 

WHEREAS, the processing of this Agreement was delayed due to ongoing changes in the claiming process to the Federal Food Stamp Employment and Training Program and the negotiations between the County and SMCCCD to clarify allowable costs of the BESST program; and

 

WHEREAS, it was anticipated that the Agreement term would be three years but on March 24, 2010, the County was notified by the state that funding was being cut and that the program would end June 30, 2010; and

 

WHEREAS, the County was additionally informed that in order to fund all costs to date that the County must submit all current invoices and have a signed contract in place no later than April 2, 2010 or risk losing the authorization for funding; and

 

WHEREAS, to avoid the potential loss of funding, it was necessary that the County Manager execute the contract and the Board is being asked to ratify the signature; and

 

WHEREAS, the BESST program will be funded by the Federal Food Stamps Program in the amount of $332,644 for the term of July 1, 2009 through June 30, 2010 to expand Food Stamps Employment and Training (FSET) services; and

 

WHEREAS, this Board agrees that ratifying the County Manager’s signature to the Agreement with SMCCD is in the best interest of the County and this Board has been presented with a form of such Agreement, and said Board has examined and approved same as to both form and content and desires to enter into the same.

 

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that: the County Manager’s signature to the Agreement with SMCCD is hereby ratified by the Board of Supervisors and that the Agreement with SMCCD is authorized through this Resolution.
