BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION AUTHORIZING:

A. A WAIVER OF THE REQUEST FOR PROPOSAL PROCESS; B. AUTHORIZE THE COUNTY’S PURCHASING AGENT TO EXECUTE PURCHASE ORDERS IN AN AGGREGATE AMOUNT NOT TO EXCEED $142,000 FOR PROPRIETARY SOFTWARE LICENSES, MAINTENANCE AND SUPPORT FROM PRIORITY DISPATCH CORPORATION AND EXECUTE CHANGE ORDERS MODIFYING THE COUNTY’S MAXIMUM FISCAL OBLIGATION BY NO MORE THAN $31,000 FOR A TOTAL OBLIGATION OF $173,000.

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, the County provides law enforcement communications and dispatch services to six agencies in San Mateo County; and

 

WHEREAS, it is in keeping with providing essential public safety services that a systematic call-taking protocol and quality feedback process be established and maintained; and

 

WHEREAS, this Board has determined that it is in the best interest of the County to authorize the waiver of the Request for Proposal process in connection with the purchase of proprietary software, and maintenance and support services from Priority Dispatch Corporation (PDC) for such purposes, because of the highly specialized nature of the subject matter, because PDC is uniquely positioned to provide such products and services in the areas of fire, law enforcement and medical dispatch and instruction, and on the basis of the County’s extensive positive experience using PDC products and services for medical dispatch and instruction; and

 

WHEREAS, there has been presented to this Board of Supervisors for its consideration and acceptance a request to authorize the County Purchasing Agent to issue purchase orders to PDC in an amount not to exceed $142,000 to purchase proprietary software licenses and maintenance support for a term of April 14, 2010 through April 13, 2011,

    NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the;

A. Request for Proposal process is waived;

B. County Purchasing Agent is authorized to execute purchase orders in accordance therewith; and

C. County’s Purchasing Agent is further authorized to execute change orders modifying the County’s maximum fiscal obligation by no more than $31,000, within the current or revised fiscal provisions.
