RESOLUTION RECOGNIZING

 

Marco Antonio Marquez

* * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * *

WHEREAS, 21 million Americans are victims of crime each year, and as a result experience emotional, physical, psychological and/or financial harm, and the United States Criminal Justice System depends on the citizens of a community taking active roles in the legal system; and

   

WHEREAS, Marco Antonio Marquez has been a lifelong resident of the County of San Mateo and City of East Palo Alto, California and from October 2004 to the present day, Marco Antonio Marquez has volunteered his time to the East Palo Alto Police Department’s Explorer Post; and

   

WHEREAS, on January 7, 2006, while volunteering his time with the East Palo Alto Police Department’s Explorer Post and participating in a ride-along program with Officer Richard May, Marco Antonio Marquez, as a sixteen year old Explorer, witnessed the execution murder of Officer Richard May by a convicted felon and parolee; and

   

WHEREAS, Marco Antonio Marquez provided eye witness statements to the investigating police agencies, testified before the San Mateo County Grand Jury and testified at the trial of the man accused of the murder of Officer Richard May; and

 

WHEREAS, the testimony of Marco Antonio Marquez at the jury trial was an integral and crucial part of the prosecution case that led to the killer being convicted of the first-degree murder of Officer Richard May while in the lawful performance of his duties; and

 

WHEREAS, the willingness of Marco Antonio Marquez to participate in all phases of the investigation and prosecution of the man who killed Officer Richard May, directly resulted in justice being achieved for Officer May’s family, for the members of the East Palo Alto Police Department and for the citizens of East Palo Alto and San Mateo County.

   

NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of San Mateo County in conjunction with National Crime Victims’ Rights Week, does hereby express its appreciation to Marco Antonio Marquez for his dedication and commitment to the East Palo Alto Police Department.
