TO:

Honorable Board of Supervisors

FROM:

Carole Groom, Supervisor, District 2

SUBJECT:

Designation of the San Mateo County Arts Commission as the Local Arts Partner with the California Arts Council and Authorization for an Application for a $10,000 Technical Assistance Grant

RECOMMENDATION:

Adopt a Resolution:

A)

Designating the San Mateo County Arts Commission as the County’s local arts partner with the California Arts Council; and

B)

Authorizing the County of San Mateo Department of Parks Director to submit an application to the State-Local Partnership Development Program for a $10,000 Technical Assistance Grant and execute the grant contract if awarded.

BACKGROUND:

In 2006, the Board of Supervisors sent a letter to the California Arts Council designating the County of San Mateo Arts Commission as the County’s local arts partner. Recently, a representative from the California Arts Council contacted staff in the Parks Department, which department supports the Arts Commission, to encourage the local arts partner to apply for funding to support and sustain the arts in San Mateo County. The application process for the grant funding requires a resolution formally designating the Arts Commission as the local arts partner and authorizing the submittal of an application for funding.

DISCUSSION:

The Arts Commission is developing a project that will build a strategy and action plan to sustain the arts based on needs identified in the 2002 Cultural Plan. The project will outreach to the County art community through a survey and series of meetings/workshops to assess and determine what kind of local arts agency would best serve and sustain the arts in San Mateo County. Through conversation with California Arts Council staff, potential funding to support this project was identified.

County Department of Parks staff will submit the grant application and request Board authorization to execute a subsequent contract.

The designation of the County Arts Commission as the local arts partner with the State Local Partnership Program and submittal of an application for funding contributes to the Shared Vision 2025 for a collaborative community as the Arts Commission’s goal is a local arts agency that represents the arts county-wide and can support and sustain the arts county-wide.

FISCAL IMPACT:

There is no fiscal impact to the County in designating the Arts Commission as the local arts partner and opens up the potential to access funding from the state for the arts.

There are funds available from the State to support the County’s project to assess and determine what kind of local arts agency would best serve and sustain the arts in San Mateo County. The Arts Commission budget has incorporated funding toward this project which may also be used as a match for the funding if needed.
