SUBJECT:

Amendment Two to the Agreement with the California Department of Aging for Title III/VII of the Older American’s Act of 1965 and the Community-Based Services Program for Fiscal Year 2009-10

 

RECOMMENDATION:

 

1.

Adopt a Resolution authorizing the President of the Board to execute Amendment Two to Agreement AP-0910-08 with the California Department of Aging increasing the total amount by $334,026 in One-Time-Only funds from $2,689,180 to $3,023,206 with no change to the term July 1, 2009 through June 30, 2010.

   

2.

Approve an Appropriation Transfer Request recognizing unanticipated revenue in the amount of $334,026 and increasing appropriations in Provider Services Programs.

   

BACKGROUND:

Your Board has designated itself as the Area Agency on Aging (AAA) of San Mateo County to carry out State-funded programs pursuant to the Older Americans Act of 1965. On April 28, 2009, your Board approved the AAA 2009 – 2012 Area Plan for Services for Older Adults and Adults with Disabilities (Area Plan). This plan, together with the annual budget, fulfills California Department of Aging’s (CDA) requirements and generates a contract from the CDA for funding.

 

On May 19, 2009, your Board authorized Resolution 70110 approving Agreement AP-0910-08 with CDA for FY 2009-10 in the amount of $2,905,278. This Resolution also authorized the Chief of the Health System or designee to execute limited contract amendments.

 
 

On October 6, 2009, your Board authorized Resolution 70414 approving Amendment One to Agreement AP-0910-08. Amendment One eliminated State funding for Community-Based Services Programs in the amount of $261,989 and increased federal funding for the Ombudsman Program in the amount of $45,891, for a net decrease of $216,098. Effective September 30, 2009, the maximum obligation was decreased from $2,905,278 to $2,689,180 with no change to the term July 1, 2009 through June 30, 2010.

 

DISCUSSION:

Amendment Two includes additional One-Time-Only funds to be used to enhance services to older adults in the community through our current contracted community providers. Providers of nutrition services will be allocated funding to increase the number of congregate and home-delivered meals, and to purchase food and food preparation equipment. Transportation and other direct client services will be enhanced. Funds will also be used for the procurement of computer equipment and for the development of outreach projects for the provision of information services in multiple languages to increase community education and awareness of programs and services available in the County.

 

County Counsel has reviewed and approved the Resolution, ATR, and Amendment as to form.

 

The increase in One-Time-Only funding from this Amendment contributes to the Shared Vision 2025 outcome of a Healthy Community by allowing Aging and Adult Services to provide services to at-risk individuals that help them remain in the least restrictive setting possible. Through our AAA funds, it is anticipated that 15,000 clients will be served this fiscal year and that 95% of at-risk individuals will be maintained in a least restrictive setting through case management.

FISCAL IMPACT:

The term of the Agreement remains July 1, 2009 through June 30, 2010. The maximum obligation for this Agreement is increased by $334,026 in One-Time-Only funds from $2,689,180 to a new maximum obligation of $3,023,206. There is no impact on the Net County Cost as a result of this action.
