Application and Acceptance of Groundwater Protection Local Oversight Program Grants from the State Water Resources Control Board for Fiscal Years 2010-2015

 

RECOMMENDATION:

Adopt a Resolution:

1)

Authorizing the Health System to apply for and accept all available Groundwater Protection Local Oversight Program grant funds from the State Water Resources Control Board for Fiscal Years 2010-2015; and

 

2)

Authorizing the Chief of the Health System or designee to execute in the name of San Mateo County all necessary applications, contracts, payment requests, agreements, amendments, and all documents necessary to secure grant funds to implement the approved grant projects and carry out the purposes specified in the grant applications for Fiscal Years 2010-2015.

 

BACKGROUND:

Since 1988 the Groundwater Protection Program (GPP) in Environmental Health has been partially funded by grants from the State Water Resources Control Board as a Local Oversight Program as authorized under Health and Safety Code 25297.1 for the oversight and abatement of unauthorized releases of hazardous substances from underground storage tanks. Since the initial grants, the program has guided approximately 1,000 leaking fuel underground storage tanks cases through characterization, remediation, and final closure. The program continues to handle approximately 345 active cases, including fuels and MtBE, solvents, metals, and pesticide contaminated sites.

 

DISCUSSION:

Future grant funding would ensure the continued operation of the Groundwater Protection Program’s Local Oversight Program for oversight of leaking underground fuel tank remediation cases for fiscal years 2010-15. Currently, approximately 40% FTE of a Program Supervisor, 80% FTE each of a HazMat Specialist IV and four HazMat Specialists III, and 50% FTE of an Office Assistant II are funded by this grant.

 

Grantees are generally allowed a three-week turnaround to execute a grant agreement. Authorization is therefore being requested to allow the Chief of the Health System to approve all necessary applications, contracts, payment requests, agreements, amendments and all documents necessary for the purposes of securing grant funds; implement the approved grant projects; and carry out the purposes specified in the grant applications for Fiscal Years 2010-2015.

 

County Counsel has reviewed and approved this Resolution as to form.

 

The ability to apply for and manage the Groundwater Protection grants from the State Water Resources Control Board contributes to the Shared Vision 2025 outcome of an Environmentally Conscious Community by cleaning up soil and groundwater contamination from leaking underground fuel tank systems. The grants will protect the health and well-being of residents who rely on groundwater for drinking.

 

It is anticipated that 94% of permitted facilities will receive an annual inspection in FY 2009-10.

FISCAL IMPACT:

The appropriations and revenue for FY 2010-2011 will be included in the Recommended Budget. The appropriations and revenue for future years will be included in the respective budgets for Fiscal Years 2012-2015.
