RECOMMENDATION:

Adopt a Resolution authorizing:

A.
|
The President of the Board to execute an Agreement with JobTrain, Inc (JobTrain) to provide comprehensive year-round youth services. The term is July 1, 2010 through June 30, 2013, for the amount of $686,907. There is no Net County Cost; and
|
|
|
|
B.
|
The Director of the Human Services Agency (HSA) or the Director’s designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.
|

|
BACKGROUND:
|
The Workforce Investment Board (WIB) determined the need for academic and employment programs for youth who qualify for services under the Workforce Investment Act. In response to this need a Request for Proposal (RFP) was conducted. See details of the RFP in Exhibit A to this memo. Proposals were submitted by JobTrain, Inc, Jefferson Union High School District, Puente de la Costa Sur and Sequoia Union High School District. Agreements will be awarded to JUHSD, JobTrain, Inc and Puente de la Costa Sur.

DISCUSSION:
|
The Contractor will provide comprehensive year round youth services for eighty five (85) youth ages fourteen (14) to twenty one (21) over a twelve month period. Two hundred and fifty (255) youth will be served over the three year term of the Agreement. The Contractor will provide basic skills assessment; career assessment; comprehensive guidance and counseling to develop individual services strategy; vocational training; academic tutoring and support activities; workshops and internships.

A contingency amount of $300,000 has been added to this contract as it is anticipated that the Employment Development Department will increase the Workforce Investment Act regular Youth Allocation during the three year term of this Agreement.
|

|
The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has reviewed the Agreement and Resolution as to form and Risk Management has approved the Contractor’s insurance.

Approval of this Agreement contributes to the Shared Vision 2025 outcome of a Prosperous Community by providing educational, vocational and support services to youth. The employment and training services provided will assist individuals in finding gainful employment and reaching self-sufficiency.

FISCAL IMPACT:

The amount of this Agreement is $686,907. The term of this Agreement is July 1, 2010 through June 30, 2013. Funding for this Agreement is provided through the Workforce Investment Act (WIA) regular Youth Allocation. Funding for this Agreement will be included in the FY 2010-11, FY 2011-12 and FY 2012-13 Recommended Budget. There is no Net County Cost.
