RESOLUTION IN SUPPORT OF SENATE BILL 1205 (CORBETT),
THE SAN FRANCISCO BAY AREA DISASTER RECOVERY AUTHORITY ACT

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that
|
|
WHEREAS, the San Francisco Bay Area will experience a major manmade or natural disaster such as an earthquake in its future; and
|
|
WHEREAS, the nine counties surrounding the San Francisco Bay constitute a region of vital importance to the national economy and future business innovation; and
|
|
WHEREAS, the Bay Area has appropriately focused on risk mitigation strategies and emergency response preparation, but there has been little attention given to the lengthy post-90 day, long-term recovery period that will follow a major disaster such as an earthquake; and
|
|
WHEREAS, the Association of Bay Area Governments (ABAG) has a long history of planning for disasters and has been a national leader among planning agencies in developing and continuing an earthquake and hazards planning program; and
|
|
WHEREAS, Senate Bill 1205 would designate ABAG as the Bay Area’s disaster recovery authority for the purpose developing a comprehensive long term recovery plan in conjunction with cities, counties, special districts, school districts, emergency operators, hospitals, private businesses, and nonprofits of the region; and
|
|
WHEREAS, Senate Bill 1205 would create the San Francisco Bay Area Disaster Recovery Authority (“the Authority”), which would provide for a structure for the region to plan together complex issues of housing replacement, business recovery, government services, transportation, health, education, vulnerable communities, and land use change; and
|
|
WHEREAS, there would be no cost to the state for this Authority, and funding would be established through grants and contracts received by ABAG; and
|
|
WHEREAS, the Authority will not have an operational or fiscal agent role following a disaster, and its jurisdiction is limited to planning; and
WHEREAS, the Authority would have significant beneficial effects for the residents of the County of San Mateo.

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Board of Supervisors by the adoption of this resolution hereby supports Senate Bill 1205 (Corbett) regarding the San Francisco Bay Area Disaster Recovery Authority Act.
