RESOLUTION IN SUPPORT OF AN EXTENSION OF THE TEMPORARY TAX ON THE VEHICLE LICENSE FEE TO FUND THE LOCAL SAFETY PROTECTION ACT

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that
|
|
WHEREAS, the State Budget package signed in February 2009 included increases to the Vehicle License Fee from .65 percent to 1.15 percent of the value of the vehicle being licensed, and dedicated .15 percent of the value of the vehicle being licensed to the Local Safety Protection Account (LSPA); and
|
|
WHEREAS, this increase was enacted to offset the elimination of General Fund funding for public safety programs, which occurred as part of the 2009 State Budget Act; and
|
|
WHEREAS, funding provided through the LSPA funds the following programs: Citizens’ Option for Public Safety (COPS), Juvenile Justice Crime Prevention Act (JJPCA) Grants, Booking Fees (Local Detention Facility Revenue), Small and Rural County Sheriffs Grants, Juvenile Justice Probation Funding, Juvenile Camps and Ranches (JPCF), and various other local assistance program administered through the California Emergency Management Agency; and

WHEREAS, in San Mateo County, the annual funding received through the LSPA funds the following critical early intervention programs: JJPCA ($1.6 million), JPCF ($2.2 million) and JPCF Camp and Ranches ($365,000); and
|
|
WHEREAS, the VLF increase is scheduled to sunset on June 30, 2011 threatening to end this dedicated source of funding for vitally important LSPA programs statewide.

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Board of Supervisors by the adoption of this resolution hereby supports the extension of the temporary tax on the Vehicle License Fee to fund the Local Safety Protection Act.
