RESOLUTION 1) AUTHORIZING THE PRESIDENT OF THE BOARD TO EXECUTE THREE AGREEMENTS WITH ANCHOR DRUGS TO PROVIDE PHARMACY SERVICES TO PATIENTS OF THE DALY CITY HEALTH CENTER, THE SOUTH SAN FRANCISCO HEALTH CENTER, AND THE FAIR OAKS FAMILY HEALTH CLINIC, EACH FOR A TERM OF APRIL 1, 2010 TO MARCH 31, 2013, WITH A COMBINED MAXIMUM AMOUNT PAYABLE OF $2,775,000; AND 2) AUTHORIZING THE PRESIDENT OF THE BOARD TO EXECUTE AN AGREEMENT WITH BANETH’S PHARMACY TO PROVIDE PHARMACY SERVICES TO PATIENTS OF THE WILLOW CLINIC FOR THE TERM OF APRIL 1, 2010 TO MARCH 31, 2013, WITH A MAXIMUM AMOUNT PAYABLE OF $800,000; AND 3) AUTHORIZING THE CHIEF OF THE HEALTH SYSTEM OR DESIGNEE TO EXECUTE CONTRACT AMENDMENTS WHICH MODIFY THE COUNTY’S MAXIMUM FISCAL OBLIGATION BY NO MORE THAN $25,000 (IN AGGREGATE) FOR EACH AGREEMENT AND/OR MODIFY THE CONTRACT TERM AND/OR SERVICES SO LONG AS THE MODIFIED TERM OR SERVICES IS/ARE WITHIN THE CURRENT OR REVISED FISCAL PROVISIONS.

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, the volume of patients receiving services from San Mateo Medical Center (SMMC) continues to grow, and quality pharmacy care is a critical component of the effective treatment of San Mateo County residents; and

 

WHEREAS, cost effective collaboration with community pharmacies allows for increased access and less interventional healthcare, and purchasing medications at a reduced rate under the federal 340B Drug Pricing Program permits SMMC to expend funds that would otherwise be used for medication on other programs; and

 

WHEREAS, a Request for Proposals (RFP) for pharmacy services was conducted in January 2010, and nine vendors responded; and

 

WHEREAS, SMMC has recommended contracting with two pharmacies due to their locations with respect to SMMC clinics, a willingness by the pharmacies to participate in the federal 340B program, and SMMC’s successful history of working with these two pharmacies; and

 

WHEREAS, there has been presented to this Board of Supervisors for its

consideration and acceptance three agreements with Anchor Drugs, reference to which is hereby made for further particulars, whereby Anchor Drugs will provide pharmacy services to patients of the Daly City Health Center, the South San Francisco Health Center and the Fair Oaks Family Health Clinic, each agreement being for the term from April 1, 2010 to March 31, 2013, for a combined maximum amount payable across all three agreements of $2,775,000; and

 

WHEREAS, there has been presented to this Board of Supervisors for its

consideration and acceptance an agreement with Baneth’s Pharmacy, reference to which is hereby made for further particulars, whereby Baneth’s Pharmacy will provide pharmacy services to patients of the Willow Clinic for the term from April 1, 2010 to March 31, 2013, with a maximum amount payable of $800,000; and

WHEREAS, this Board has considered these agreements, has approved them as to both form and content, and desires to enter into them.

 

NOW, THEREFORE, IT IS HEREBY RESOLVED that the President of the Board of Supervisors be and is hereby authorized and directed to execute said agreements for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President's signature thereto.

 

IT IS HEREBY FURTHER RESOLVED that the Chief of the Health System or designee is authorized to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate) for each of the four agreements (or up to $100,000 across all four agreements, although no agreement may be modified by more than $25,000 without authorization of the Board of Supervisors) and/or modify the contract term and/or services of each agreement so long as the modified term or services is/are within the current or revised fiscal provisions
