BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION: 1) AUTHORIZING THE HEALTH SYSTEM TO APPLY FOR AND ACCEPT ALL AVAILABLE GROUNDWATER PROTECTION LOCAL OVERSIGHT PROGRAM GRANT FUNDS FROM THE STATE WATER RESOURCES CONTROL BOARD FOR FISCAL YEARS 2010-2015; AND 2) AUTHORIZING THE CHIEF OF THE HEALTH SYSTEM OR DESIGNEE TO EXECUTE IN THE NAME OF SAN MATEO COUNTY ALL NECESSARY APPLICATIONS, CONTRACTS, PAYMENT REQUESTS, AGREEMENTS, AMENDMENTS, AND ALL DOCUMENTS NECESSARY TO SECURE GRANT FUNDS, TO IMPLEMENT THE APPROVED GRANT PROJECTS AND CARRY OUT THE PURPOSES SPECIFIED IN THE GRANT APPLICATIONS FOR FISCAL YEARS 2010-2015

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, since 1988, the Groundwater Protection Program (GPP) in Environmental Health has been partially funded by grants from the State Water Resources Control Board as authorized under Health and Safety Code 25297.1; and

 

WHEREAS, since the initial grants, the program has guided approximately 1,000 leaking fuel underground storage tanks cases through characterization, remediation, and final closure; and

 

WHEREAS, the program continues to handle approximately 345 active cases, including fuels and MtBE, solvents, metals, and pesticide contaminated sites; and

 

WHEREAS, oversight of approximately 275 of these active cases are funded by State Water Resources Control Board grants; and

 

WHEREAS, future grant funding would ensure the continued operation of the Groundwater Protection Program’s Local Oversight Program for oversight of leaking underground fuel tank remediation cases for Fiscal Years 2010-2015; and

 

WHEREAS, grantees are generally allowed a three-week turnaround to execute a grant agreement.

 

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Health System is authorized to apply for and accept all available Groundwater Protection Local Oversight Program grant funds from the State Water Resources Control Board for Fiscal Years 2010-2015.

 

BE IT FURTHER RESOLVED that the Chief of the Health System, or designee, is hereby authorized and empowered to execute in the name of San Mateo County all necessary applications, contracts, payment requests, agreements, amendments, and all documents necessary to secure grant funds to implement the approved grant projects and carry out the purposes specified in the grant applications for Fiscal Years 2010-2015.
