SUBJECT:

Agreement No. AA-0910-08 with the California Department of Aging

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute Agreement No. AA-0910-08 with the California Department of Aging for funding under the Department of Labor Appropriations Act, 2010 for the Title V Senior Community Service Employment Program for the term April 1, 2010 through June 30, 2011, in the amount of $87,307.

   

BACKGROUND:

Your Board has designated itself as the Area Agency on Aging (AAA) of San Mateo County to carry out State-funded programs pursuant to the Older Americans Act of 1965. On April 28, 2009, your Board approved the AAA 2009 – 2012 Area Plan for Services for Older Adults and Adults with Disabilities (Area Plan). The Area Plan, together with the annual budget, fulfills California Department of Aging’s (CDA) requirements and generates a contract from the CDA for funding.

 

The Senior Community Service Employment Program (SCSEP) supports the training and placement of low-income older adults in subsidized positions in community service agencies throughout San Mateo County. The subsidized employment through SCSEP provides a maximum of 20 part-time training positions to prepare individuals for unsubsidized work. Because of the higher minimum wage in California, the State funds only 18 of these positions. The subsequent placement and retention of trained individuals in unsubsidized positions as a result of their employment in subsidized positions is the successful outcome of this program and is reflected in the performance measure. The targeted population for this program includes low-income individuals who face significant barriers to employment including lack of work experience, an unstable home environment, cultural and linguistic barriers, and mental health concerns.

 

On June 16, 2009, your Board adopted Resolution 70196 approving the CDA Agreement ES-0809-08 in the amount of $41,416 for the term April 1, 2009 through June 30, 2010. These Employment Stimulus funds were used to preserve and create additional subsidized jobs, assist those most impacted by the recession, and promote national economic recovery.

 

DISCUSSION:

Agreement AA-0910-08 provides additional funding for the Title V SCSEP subsidized positions as the term of the ES-0809-08 ends. These funds will be used to sustain two existing subsidized participant slots in FY 2009-10 and seven for FY 2010-11. This program is solely provided by Family Service Agency through a contract with San Mateo County. An amendment to the agreement with this provider will be brought before your Board for approval.

 

County Counsel has reviewed and approved the Resolution and Agreement as to form.

 

The number and percentage of participants who successfully obtained unsubsidized placement as a result of their work experience in a subsidized position was lower than anticipated in FY 2008-09 due to fewer unsubsidized positions available in the community and a reduction in FY 2008-09 State funding. Aging and Adult Services (AAS) staff are working with the current community provider to increase the number of unsubsidized placements in the community.

 

Approval of this Agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing additional subsidized training positions that will increase opportunities for San Mateo County older adults and adults with disabilities to maintain their independence and dignity through employment and real gains in income.

FISCAL IMPACT:

The term of this Agreement is April 1, 2010 through June 30, 2011. Execution of this Agreement with CDA allows the County to claim its additional allocation of funding for the Title V Program for FY 2009-10 and for FY 2010-11. The total amount of the Agreement is $87,307 in federal funds. An Appropriations Transfer Request for FY 2009-10 is not necessary, as AAS has sufficient funds in the AAS FY 2009-10 Adopted Budget to cover the amount. The allocation for FY 2010-11 has been included in the AAS FY 2010-11 Recommended Budget. There is no Net County Cost associated with the Agreement.
