SUBJECT:

First Amendment to the Agreements with three providers for Adult Day Care Services

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute the First Amendment to each of the Agreements with Catholic Charities CYO; City of South San Francisco; and Peninsula Volunteers, Inc., for adult day care services, increasing the collective amount by $141,600 for FY 2010-11 for a total of $283,200 with no change to the term of July 1, 2009 through June 30, 2013.

 

BACKGROUND:

Aging and Adult Services (AAS) receives funding from the California Department of Aging (CDA) for the Multipurpose Senior Services Program (MSSP). MSSP provides a variety of services such as adult day care, transportation, attendant care, and family caregiver support through agreements with community-based organizations. These Agreements provide adult day care services which provide a structured and therapeutic program of supervised social, recreational, and nutritional services, and links participants with needed supportive services. The goal of adult day care is to maintain or improve the well-being of seniors and adults with disabilities.

 

On June 9, 2009, your Board adopted Resolution 70153 approving Agreements with Catholic Charities CYO; the City of South San Francisco; and Peninsula Volunteers, Inc., in the collective amount of $141,600 for the term of July 1, 2009 through June 30, 2013 for the provision of adult day care services. This Resolution also authorized the Chief of the Health System to execute subsequent amendments and minor modifications not to exceed $25,000 and to make minor changes in the types of services and activities provided under these Agreements.

 
 
 

DISCUSSION:

The adult day care service providers were selected through a Request for Proposals (RFP) process conducted in 2009 by AAS for a contract term of July 1, 2009 through June 30, 2013. This First Amendment to the Agreements increases the funding based on annual CDA funding for the continuation of these services for FY 2010-11.

 

This Amendment contributes to the Shared Vision 2025 outcome of a Healthy Community by allowing AAS to provide services to at-risk individuals that help them remain in the most independent setting possible. It is anticipated that 95% of at-risk individuals will be maintained in a least restrictive setting through case management.

 

County Counsel has reviewed and approved the Resolution and Amendments as to form.

FISCAL IMPACT:

The term of the Agreements remains the same, July 1, 2009 through June 30, 2013. The maximum the County shall be obligated to pay collectively for these amended Agreements for FY 2010-11 under a single resolution is $141,600. The new collective amount of the Agreements is $283,200 for the full contract term. These Agreements are a combination of state and federal funds, and have been included in the AAS FY 2010-11 Recommended Budget. There is no Net County Cost associated with this action.
