First Amendment to the Agreement with Daly City Peninsula Partnership Collaborative

 

RECOMMENDATION:

Adopt a Resolution:

1) Authorizing the President of the Board to execute a First Amendment to the Agreement with Daly City Peninsula Partnership Collaborative for the implementation of drug prevention and mental health services, increasing the maximum obligation by $201,000, for a new maximum of $226,000, and extending the term to January 1, 2010 through June 30, 2011; and

 

2) Authorizing the Chief of the Health System or designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate) and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

BACKGROUND:

In July-August, 2007 Behavioral Health and Recovery Services (BHRS) conducted an RFP process for community-based prevention planning and implementation. Although Daly City Peninsula Partnership Collaborative (DCPPC) responded to the RFP, no funding was awarded through the RFP process at that time. Instead, several distinct communities that would benefit from this community-based partnership model were identified. The RFP reviewing panel recommended funding lead/fiscal agencies in three of these communities and recommended that BHRS work with key partners in order to develop a community-based partnership for BHRS prevention planning. These communities are Redwood City, San Mateo, and the Bayshore and Crocker neighborhoods of Daly City.

BHRS followed up by conducting outreach and meeting with key partners within these communities, including DCPPC.

On September 18, 2008, the County Manager approved a waiver of the RFP process requirement and on December 2, 2008, approved an Agreement with DCPPC to support local alcohol and other drug prevention planning processes in the east Daly City area for the term of September 1, 2008 through August 30, 2009.

Funding for this Agreement in the amount of $201,000 was finalized on December 29, 2009. In January 2010, in order to maintain continuity of the community capacity building effort the Chief of the Health System approved an Agreement with DCPPC in the amount of $25,000, for the term of January 1, 2010 through June 30, 2010.

In addition to the coverage provided in east Daly City, DCPPC has also provided community outreach and support services to the residents living in the northern region of San Mateo County since 1995.

 

DISCUSSION:

This Amendment is now needed to incorporate funding in the amount of $201,000, for alcohol and other drug prevention and mental health services, and to extend the term through June 30, 2011. This Agreement also provides partial funding to support DCPPC’s coordination of stakeholders to address issues of concern common to both agencies, BHRS and Health Policy and Planning.

 

This Amendment and Resolution have been reviewed and approved by County Counsel. The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

The amended Agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing alcohol and other drug-related prevention services, through a community-based partnership, in the Bayshore community of Daly City. It is anticipated that 75% of participants in alcohol and drug community-based prevention partnership will agree or strongly agree that their partnership is effective.

FISCAL IMPACT:

The term of this amended Agreement is January 1, 2010 through June 30, 2011. The maximum amount is increased by $201,000, for a new maximum of $226,000. The FY 2009-10 increase is $51,000; funded by the Federal Negotiated Rate Contract. There is no Net County Cost. These funds are included in the BHRS FY 2009-10 Adopted Budget. The Health Policy and Planning portion of this Agreement is $25,000, Net County Cost, which has been included in the FY 2010-11 Recommended Budget.
