Amendment to the Agreement with Aspiranet

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute an Amendment to the Agreement with Aspiranet for the administration of a Change of Placement Program for dependent children at the County’s Tower House Receiving Home, extending the term by one year, June 30, 2011, increasing the amount by $273,182 to $819,546, there is no Net County Cost.

 

BACKGROUND:

On June 17, 2008, the Board of Supervisors adopted Resolution Number 069501 in the amount of $546,364, for the term of July 1, 2008 through June 30, 2010, to provide the Change of Placement Program at the Tower House facility. The program was designed to serve youth, 12-18 years of age, discharged from previous out-of-home placements, and requires a higher degree of adult supervision in a residential setting; Tower House is a

8-bed modular unit that was intended to be a temporary facility with a life span of five to seven years. The long-term plan was to build a 12-bed facility at the Youth Services Center.

 

DISCUSSION:

This Amendment will extend the term of the Agreement through June 30, 2011, and add funding for FY 2010-11 in the amount of $273,182, to allow for the continuation of the Change of Placement Program at the Tower House location. Aspiranet will continue to collaborate with schools and law enforcement, and will remain involved in the placement review process for the Children and Youth System of Care (CYSOC) committee.

 

The Human Services Agency (HSA) had intended to conduct an RFP for this service for FY 2010-11, however, in consultation with CYSOC, it was determined that it would not be in the best interest of the program or County at this time. With the new facility being delayed and program funding not secure, it is uncertain whether or not the program will continue as it is presently conceived. The CYSOC committee has committed to funding the Change of Placement Program for the next fiscal year, and believes it to be in the best interest of the County to continue contracting with Aspiranet for an additional year while it determines if funding will be available for future years. If the program continues beyond FY 2010-11, CYSOC will develop a long-term plan for housing the program.

 

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has approved this Amendment and Resolution as to form. Risk Management has approved the Contractor’s insurance.

 

Approval of this Agreement contributes to the Shared Vision 2025 outcome of a Prosperous Community by providing children who are in need of out-of-home placement with a safe transitional place to stay and the opportunity to learn life skills to assist them in achieving placement stability.

FISCAL IMPACT:

The term of this Agreement is July 1, 2008 through June 30, 2011. This Amendment adds $273,182 for a total obligation of $819,546 and is 100% funded through state and federal funds. Funds have been included in the FY 2009-10 Adopted Budget and will be included in the FY 2010-11 Recommended Budget. There is no Net County Cost.
