BACKGROUND:

The Workforce Investment Board (WIB) determined the need for academic and employment programs for youth who qualify for services under the Workforce Investment Act. In response to this need a Request for Proposal (RFP) was conducted. See details of the RFP in Exhibit A to this memo. Proposals were submitted by JobTrain, Inc, Jefferson Union High School District (JUHSD), Puente and Sequoia Union High School District. Agreements will be awarded to JUHSD, JobTrain, Inc and Puente.

DISCUSSION:

The Contractor will provide comprehensive year round employment services for thirty (30) youth ages fourteen (14) to twenty one (21) over a twelve month period. Ninety (90) youth will be served over three years. The Contractor will provide services that include but are not limited to: academic and vocational skills, career and personal goals, work experience and life experiences necessary to achieve those goals.

A contingency amount of $300,000 has been added to this contract as it is anticipated that the Employment Development Department will increase the Workforce Investment Act regular Youth Allocation during the three year term of this Agreement.

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has reviewed the Agreement and Resolution as to form and Risk Management has approved the Contractor’s insurance.

Approval of this Agreement contributes to the Shared Vision 2025 outcome of a Prosperous Community by providing educational, vocational and support services to youth. The employment and training services provided will assist individuals in finding gainful employment and reaching self-sufficiency.
