SUBJECT:

Government Center Parking Structure Painting Project

RECOMMENDATION:

Adopt a resolution:

1.

Adopting the scope of work and specifications, in conformance with prevailing wage scale requirements, for the County Government Center Parking Structure Deferred Maintenance Painting;

2.

Authorizing the publication of a Notice to Contractors twice in a local newspaper; and

3.

Authorizing the Director of Public Works to call for sealed bids to be received by Tuesday, June 1, 2010, at 2:30 p.m. in the office of the Clerk of the Board of Supervisors.

BACKGROUND:

The County of San Mateo Facility Condition Information System (FCIS) is an inventory of the County’s facilities, their deficiencies, with approved cyclic and deferred maintenance plans for each. Yearly, FCIS projects are prioritized for implementation. FCIS accounts for a substantial portion of the County’s capital projects’ expenditures.

DISCUSSION:

Facilities staff evaluated the County Government Center Parking Structure, in conjunction with the Capital Projects Unit of the Department of Public Works, and elected to include the corrective actions specified in the FCIS report for this facility for the current fiscal year. Over the past fiscal year, maintenance painting was performed on all metal components including railings and screens, as well as parking stripes. The proposed scope of work addresses maintenance painting of exposed concrete components including columns and beams. This project is being coordinated with the Solar Genesis project that involves installing solar panels on the 5th floor of the parking structure to avoid potential overlap of work.

County Counsel has reviewed and approved the Resolution as to form.

Approval of this action will contribute to the Shared Vision 2025 outcome of a Healthy Community by preserving and maintaining the County’s facilities in good order for the visiting public.

FISCAL IMPACT:

The work is estimated to cost between $250,000 and $350,000. This project is included in the Fiscal Year 2009-2010 Capital Projects Budget for FCIS projects.
