RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR OF THE HOUSING AUTHORITY TO SUBMIT A DISPOSITION APPLICATION TO HUD TO REMOVE EL CAMINO VILLAGE AND MIDWAY VILLAGE FROM PUBLIC HOUSING STATUS

______________________________________________________________

RESOLVED, by the Board of Supervisors of the County of San Mateo, sitting as the Board of Commissioners of the Housing Authority of the County of San Mateo, State of California, that

WHEREAS, the Housing Authority desires to remove El Camino Village and Midway Village from public housing status in order to improve the developments’ long-term sustainability as affordable housing; and

WHEREAS, taking public housing out of the public housing inventory allows the developments to access other funds not available to public housing, including project-based voucher subsidies; and

WHEREAS, the Housing Authority would like to use project-based vouchers on 100% of the units, and can only do so only if the units are not public housing inventory; and

WHEREAS, the Board has approved the Housing Authority’s FY 2009-10 Annual Moving to Work (MTW) Plan, which allows for 100% project-basing of public housing units that have transitioned from public housing status; and

WHEREAS, Section 18 of the National Housing Act of 1937 authorizes local housing authorities to remove their public housing from the PHA inventory.

NOW, THEREFORE, IT IS HEREBY RESOLVED that the Board of Commissioners of the County of San Mateo Housing Authority approves and authorizes the Executive Director of the Housing Authority to submit a disposition application to HUD under Section 18 of the National Housing Act to remove El Camino Village and Midway Village from public housing status, and to take all necessary steps to complete the disposition process with HUD.
