BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, SITTING AS THE BOARD OF COMMISSIONERS OF THE HOUSING AUTHORITY OF THE COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION AUTHORIZING THE DIRECTOR OF THE DEPARTMENT OF HOUSING TO ESTABLISH A HOUSING AUTHORITY NOT-FOR-PROFIT AFFILIATE, SAN MATEO COUNTY HOUSING AUTHORITY, INC. (SAMCHAI)

RESOLVED, by the Board of Supervisors of the County of San Mateo, sitting as the Board of Commissioners of the Housing Authority of the County of San Mateo, State of California, that

 

WHEREAS, the Housing Authority will submit an application to the Department of Housing and Urban Development under Section 18 of the National Housing Act (NHA) requesting approval to remove El Camino Village and Midway Village from public housing status, thereby enabling the projects to garner project-based voucher subsidies to improve project operations; and

 

WHEREAS, NHA Section 18 defines disposition as either executing a long-term lease (defined as a term greater than 12 months) with or transferring title to a legal entity other than the Housing Authority; and

 

WHEREAS, the Housing Authority has determined, after careful consideration, that setting up a not-for-profit affiliate, to be called San Mateo County Housing Authority, Inc. (SAMCHAI), is a viable strategy for acquiring both housing developments, including the transfer of title of El Camino Village and Midway Village, and more generally, to continue its core mission of providing affordable housing for very-low income households by being able to secure funding not available for units designated as public housing.

 

NOW, THEREFORE, IT IS HEREBY RESOLVED that the Board of Commissioners of the San Mateo County Housing Authority approves and authorizes the Director of the Department of Housing to make all necessary steps to create a Housing Authority-affiliated not-for-profit to be called the San Mateo Housing Authority, Inc. (SAMCHAI).
