Mid-Year Elimination of Filled Positions

 

RECOMMENDATION:

Adopt an ordinance amending the salary ordinance.

 

BACKGROUND:

Through the first three-quarters of this fiscal year, discretionary General Fund revenues continue to fall short of budget estimates by approximately $21 million, including Secured Supplemental Property Taxes ($1.7 million), Sales and Use Tax receipts ($3.9 million), Interest and Investment earnings ($4.2 million), and half-cent Public Safety Sales Tax – Proposition 172 proceeds ($9.2 million). 

 

Given continuing declines in revenue, your Board approved an accelerated timeline to more quickly address the structural deficit in the current fiscal year. In February 2010 the County eliminated 64 vacant positions, bringing the total number of positions deleted since FY 2008-09 to 306. At that time, the Board was also apprised that further mid-year reductions of filled positions may be necessary due to State budget cuts and/or continuing declines in local revenues. Taking action now, as opposed to the June budget hearings, would preserve approximately $1.2 million in Reserves next fiscal year.

 

DISCUSSION:

The salary ordinance changes herein represent the deletion of 65 filled positions and the addition of eight new positions. This net reduction of 57 positions brings the total number of reductions since FY 2008-09 to 363. The Recommended FY 2010-11 Budget, which will be presented to the Board in late May, will include further reductions of approximately 86 vacant positions.

 

The new positions added herein represent efficiency reorganization opportunities and contribute to reducing the number of employees at risk of layoffs. Additionally, the County offered early retirement and voluntary separation options for employees in some of the classifications that are being deleted. To date, 14 employees in seven classifications have expressed interest in taking early retirement and one employee has chosen the voluntary separation program. The vacancies created by these early retirements and voluntary separation will be used to place employees, whose positions have been deleted, further reducing the number of employees at risk of lay off.

 

The Human Resources Department is working closely with departments in identifying vacancies in other departments and classifications that can be used for potential placement. The Human Resources Department is also working with the impacted employees in identifying all possible options that may be available to them. Currently, there are 428 vacant positions countywide.

 

The specific actions by department are listed below. Seven of the 65 filled positions being eliminated (or 10.7%) are in unrepresented Management classifications, which is in line with the County’s Management to Represented staffing ratios. These actions were approved by the County Manager's Office and the amendment has been reviewed by the County Counsel’s Office.

 

These changes contribute to the Shared Vision 2025 outcome of a Collaborative Community by approaching budget issues with fiscal accountability, concern for future impacts, and continuation of core services to the community.
