Agreement with the State Department of Alcohol and Drug Programs

 

RECOMMENDATION

Adopt a Resolution:

1) Authorizing the President of the Board to execute an Agreement with the State Department of Alcohol and Drug Programs # 10-NNA41 v.0, for $19,033,047 in County’s Negotiated Net Amount and Drug Medi-Cal, for the term of July 1, 2010 through June 30, 2013; and

 

2) Authorizing the Chief of the Health System or designee to approve all contract amendments to the Negotiated Net Amount and Drug Medi-Cal through June 30, 2013.

   

BACKGROUND

Funding from the State Department of Alcohol and Drug Programs (ADP) under the Combined Negotiated Net Amount (NNA) and Drug Medi-Cal (DMC) State Contract allows for the provisions of Prevention Services, Perinatal Treatment, Residential and Non- Residential Treatment, Intensive Day Treatment, Treatment Readiness, and Drug Medi-Cal Services. These services have traditionally been provided and will continue to be provided by additional contracts, which are negotiated after Requests for Proposals are conducted and contractors that provide these services throughout the County are selected. This Agreement is a significant source of state funding for drug and alcohol treatment and prevention programs.

Funding for Drug Medi-Cal is included in the Agreement. The term of this Agreement is July 1, 2010 through June 30, 2013, with a maximum obligation of $19,033,047.

 

DISCUSSION

The signature of your Board’s president or designee is required on the attached state Agreement in order to receive funding. Because amendments will be necessary throughout the term and because of short turn around time periods provided by the State, it is recommended that your Board delegate approval authority for all future revisions to the Chief of the Health System, or designee through June 30, 2013.

County Counsel has reviewed and approved the Agreement, and Resolution.

 

The Agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by promoting wellness and recovery and by providing support to clients in order to maintain abstinence and sobriety. Behavioral Health and Recovery Services (BHRS) provides a range of services to promote wellness and recovery. The provision of funding for substance abuse treatment services provided through this Agreement contributes to this measure. It is anticipated that 60% of clients will successfully complete alcohol and drug treatment services.

FISCAL IMPACT

The term of this Agreement is July 1, 2010 through June 30, 2013. The maximum funding received from this Agreement is $19,033,047. Funding for the term of the Agreement is as follows:

Funding for Fiscal Year 2010-11 has been included in the BHRS FY 2010-11 Recommended Budget. There is no Net County Cost.
