SUBJECT:

Amendment A04 to the Agreement with the California Department of Public Health

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute Amendment A04 to Agreement No. 07-65080 with the California Department of Public Health for the term of July 1, 2007 through June 30, 2010, reducing the contract amount by $846,890, decreasing the maximum obligation from $4,983,612 to $4,136,722.

 

BACKGROUND:

Since 1993 the California Department of Public Health (CDPH) has provided
funding to the San Mateo County Health System Public Health STD/HIV Program (SMHIV) for a continuum of services that includes AIDS case management, counseling and testing, an early intervention program, education and prevention, and HIV/AIDS surveillance. On October 16, 2007, your Board approved Agreement No. 07-65080 with CDPH for $4,321,653, to fund the above-mentioned services for the term July 1, 2007 through June 30, 2010. Subsequently, on April 11, 2008, your Board approved Amendment A01, increasing funding for the case management, early intervention and HIV prevention programs by $798,081, for a new contract amount of $5,119,734. On May 5, 2009, your Board approved Amendment A02, decreasing funding for the case management, early intervention, counseling and testing and surveillance programs by $170,122, for a new contract amount of 4,949,612. On July 14, 2009, your Board approved Amendment A03, increasing funding by $34,000, for counseling and testing, for a new contract amount of 4,983,612.

 

DISCUSSION:

Amendment A04 was received from CDPH on April 12, 2010. This Amendment decreases funding by $846,890. Funding for the following programs has been reduced: $101,551 from the early intervention/HIV care program and $380,160 from the HIV prevention program. Funding for the following programs has been eliminated: $207,570 from the case management program, $107,609 from the counseling and testing program and $50,000 from the study youth northern California. In May 2009 when the state announced that no general funds would be allocated to the state Office of AIDS for FY 2009-10, SMHIV developed plans to accommodate the impact of the budget reductions. Staff positions were eliminated in the 2009 September Revisions and services were reduced to enable the program to continue providing services with a smaller amount of funding.

 

County Counsel has reviewed and approved the Amendment and Resolution as to form.

 

Approval of this Resolution contributes to the Shared Vision 2025 outcome of a Healthy Community by providing education, outreach, and testing services to individuals at high-risk of contracting HIV/AIDS. It is anticipated that 65% of street outreach and group level HIV prevention contacts will receive HIV testing.

FISCAL IMPACT:

The term of the Agreement remains July 1, 2007 through June 30, 2010. The original amount of the Agreement was $4,321,653. Amendment A01 increased funds by $798,081, Amendment A02 decreased funding by $170,122, Amendment A03 increased funding by $34,000 and Amendment A04 decreases funding by $846,890, bringing the total amount of the Agreement from $4,983,612 to $4,136,722. A decrease in funding in the amount of $846,890 was included in the Public Health FY 2009-10 Adopted Budget. There is no Net County Cost associated with this Amendment.
