RECOMMENDATION:
|
Adopt a Resolution:
|
1) Waiving the Request for Proposals requirement for specialized mental health treatment services for clients with hearing impairment;
|
|
2) Authorizing the President of the Board to execute an Agreement with Braswell Enterprises, Inc. doing business as Sierra Vista for the provision of specialized mental health treatment and residential services for seriously mentally ill clients with hearing impairment for the term July 1, 2010 through June 30, 2013, for a maximum obligation of $234,643; and

3) Authorizing the Chief of the Health System or designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

BACKGROUND:
|
Sierra Vista is located in Highland, California, and is a one-of-a-kind program in the State of California for clients with hearing impairment. Sierra Vista is a locked facility that provides unique, specialized, cost-effective services to adult clients. Behavioral Health and Recovery Services (BHRS) has contracted with Sierra Vista since April 1, 2005.

DISCUSSION:
|
This contractor provides a specialized alternative resource for adults with psychiatric and medical needs who have hearing loss. There is a significant and ongoing shortage of placement for seriously mentally ill adults with hearing impairment.
|
|
BHRS is requesting a waiver of the Request for Proposals (RFP) requirement for this Agreement for the provision of specialized mental health and residential services for seriously mentally ill clients with hearing impairment. The unique services provided by this contractor are both difficult to find and necessary for clients who might otherwise require hospital placement.

The Agreement has been reviewed and approved by Risk Management, and the Agreement and Resolution have been approved by County Counsel. The contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

Subsequent to the final adoption of the State budget it may be necessary to make changes to this contract in order to reflect legislative action. This contract is recommended to your Board at this time in order to provide a continuity of services to the community until final funding levels can be determined. The contract provides that the County may reduce the scope of the contract to reflect any shortfall in funding from State or federal allocations.

The Agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing specialized mental health treatment and residential services for seriously mentally ill clients with hearing impairment. BHRS provides a range of services to promote wellness and recovery and to support consumers remaining in the lowest possible level of care. The provision of locked facility long-term care services is one established level of care. The services provided through this Agreement contribute to this measure. It is anticipated that 68% of clients who receive services through this Agreement will be maintained at a current or lower level of care.

FISCAL IMPACT:
|
The term of the Agreement is July 1, 2010 through June 30, 2013, and the maximum obligation is $234,643. For FY 2010-11 the maximum obligation is $78,143. Of that amount, it is anticipated that $63,296 will be funded by sales tax through realignment and $14,847 will be Net County Cost. Funds for these services will be included in the BHRS FY 2010-11 Recommended Budget. Similar arrangements will be in place for FY 2011-12 and FY 2012-13.
