SUBJECT:

Reconstruction of Ninth Avenue from Middlefield Road to Oak Drive – North Fair Oaks Area [Project No. RL603 – F-36 (305) 1C]

 

RECOMMENDATION:

Adopt a resolution:

 

1.

Adopting plans and specifications, including conformance with prevailing wage scale requirements for the reconstruction of Ninth Avenue between Middlefield Road and Oak Drive – North Fair Oaks Area; and

   

2.

Authorizing the publication of a Notice to Contractors twice in a local newspaper; and

   

3.

Authorizing the Director of Public Works to call for sealed proposals to be received by Tuesday, June 15, 2010 at 2:30 p.m., in the office of the Clerk of the Board of Supervisors.

BACKGROUND:

On December 15, 2009, your Board adopted Resolution No. 070583, which approved an updated work plan for spending Proposition 1B Transportation funds allocated in FY 2007-08. The Reconstruction of Ninth Avenue between Middlefield Road and Oak Drive is a project in the approved work plan.

 

On June 18, 2002, your Board adopted Resolution Nos. 065329 and 065330, which established minimum road standard options and a priority list for road improvements in the North Fair Oaks Area. Your Board also adopted procedures to be used by the Department to determine if property owners want minimum road improvements built on a specific street and the minimum road standard to be used in the design of the road improvements.

 

On June 19, 2001, your Board adopted Resolution No. 064550, which authorized the Director of Public Works to execute agreements with cities, utility companies and special districts for work less than $50,000 proposed to be done in conjunction with County road projects.

 

DISCUSSION:

Ninth Avenue is the next street on the North Fair Oaks road priority list for proposed reconstruction. The road standard to be used (two 9-foot wide travel lanes with 2-foot wide valley gutters on each side) for this project is based on the results of property owner surveys. The Fair Oaks Sewer Maintenance District has requested that specific sewer work be performed in conjunction with this project. The plans and specifications for the work have now been prepared and staff is recommending that your Board authorize calling for bids for the proposed work.

 

The allocation of Prop 1B funds to be used for this project must be spent by June 30, 2011.

 

County Counsel has reviewed and approved the Resolution as to form.

 

Approval of this action will contribute to the Shared Vision 2025 outcome of a Livable Community by improving our roads for use by the traveling public to support livable connected communities.

 

FISCAL IMPACT:

The estimated cost of construction is $230,000 and is proposed to be financed as follows:

Reimbursement for the cost of doing work for the Fair Oaks Sewer Maintenance District will be covered by an agreement executed by the Director as authorized by your Board.

 

There is no impact to the General Fund.
