Establish Three Parking Restrictions near Fair Oaks School in Unincorporated Redwood City

 

RECOMMENDATION:

Adopt resolutions:

 

1.

Establishing a 5-minute School Passenger Loading Zone on Oakside Avenue in unincorporated Redwood City;

 

2.

Establishing a No Parking During Specified Hours Zone on Fair Oaks Avenue in unincorporated Redwood City; and

 

3.

Establishing a 20-minute Time Limited Parking Zone on Hampshire Avenue in unincorporated Redwood City.

 

BACKGROUND:

Section 22507 of the California Vehicle Code and Chapters 7.28 and 7.52 of the County Ordinance Code allow the Board of Supervisors to establish parking zones that prohibit or restrict the stopping, parking, or standing of vehicles.

 

DISCUSSION:

Fair Oaks School staff has requested several parking restrictions near the school to facilitate traffic movements during drop off and pick up times. Department of Public Works staff investigated the requests and recommends three new parking restrictions. A 5-minute School Passenger Loading Zone is proposed on Oakside Avenue to facilitate drop off of students, a No Parking During Specified Hours Zone is proposed on Fair Oaks Avenue to increase visibility of students and parents crossing Fair Oaks Avenue at Barron Avenue, and a 20-minute Time Limited Parking Zone is proposed on Hampshire Avenue for parents who prefer to escort their child to the classroom or office. Since on-street parking in the area is limited, staff proposes that the parking restrictions be enforceable between the hours of 7:00 AM to 5:00 PM, Monday through Friday, to minimize impact to the residents.

 

A map of the proposed parking zone locations is included in Attachment “A.”

 

Property owners on adjacent blocks extending a minimum of 300 feet from the proposed parking restrictions were notified of the date and time of the Board’s meeting when these items will be considered. In addition, local community groups including the North Fair Oaks Community Council were likewise notified. To date, there have been no objections.

 

The locations of the proposed parking restrictions on County maintained streets can be shown on maps in the Department of Public Works, and will be made available in list form on the Department’s web site. The master lists will be updated to reflect the recommended changes if your Board approves the proposed resolution.

 

County Counsel has reviewed and approved all Resolutions as to form.

 

Approval of these resolutions contributes to the Shared Vision 2025 outcome of a Livable Community by collaborating with school staff, parents, and residents to facilitate traffic movements during drop off and pick up times.

 

FISCAL IMPACT:

The cost for staff time involved in evaluating and processing requests for traffic regulations is financed with Road Funds. The cost of signing and painting the three parking zones is approximately $1,500. The cost to install the new parking zones will be financed with Road Funds. There will be no impact to the General Fund.
