SUBJECT:

First Amendment to the Agreement with the City and County of San Francisco for disbursement of FY 2008 UASI grant funds.

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board of Supervisors to execute the First Amendment to the Agreement with the City and County of San Francisco for the distribution of federal Fiscal Year 2008 United States Department of Homeland Security Bay Area Urban Area Security Initiative (UASI) grant funds, increasing the disbursement amount by $20,301, from $2,253,456 to $2,273,757, and extending the term three (3) months from June 30, 2010 to September 30, 2010.

 

BACKGROUND:

For the past 12 years, the Northern California High Intensity Drug Trafficking Area (NCHIDTA) program has provided a stable source of federal funding and collaborative regional leadership to combat organized drug trafficking and related crime. In 2004, the Regional Terrorism Threat Assessment Center (NCRTTAC) was established under NCHIDTA management to make it possible for public safety agencies to identify and assess terrorist threats in the Bay Area. NCRTTAC was co-located with NCHIDTA to form an information “Fusion Center” for Northern California. In 2009 the Fusion Center began doing business as the Northern California Regional Intelligence Center (NCRIC). The US Department of Homeland Security and the State of California have designated the NCRIC as the regional Fusion Center for the Bay Area. The NCRIC is funded by federal UASI funds, for which San Francisco serves as the regional administrator.

 

Because NCHIDTA and NCRTTAC are funding streams and not legal entities, the Sheriff serves as the lead agency for both NCHIDTA and NCRTTAC.

 

On June 16, 2009, your Board entered into an Agreement (Resolution No. 070216) with the City and County of San Francisco for the distribution of federal Fiscal Year 2008 United States Department of Homeland Security Bay Area Urban Area Security Initiative (UASI) grant funds in the amount of $2,253,456, and a one year term commencing July 1, 2009 through June 30, 2010.

 

DISCUSSION:

The First Amendment to the Agreement with the City and County of San Francisco increases the distribution of federal Fiscal Year 2008 United States Department of Homeland Security Bay Area Urban Area Security Initiative (UASI) grant funds to the County by $20,301, from $2,253,456 to $2,273,757, and extends the term by three months from June 30, 2010 to September 30, 2010.

 

The Amendment also revises Appendix B - Calculation of Charges, of the Agreement by reallocating a portion of funding originally in Personnel, Contracts, and Training, Travel and Overtime and moving it to Equipment. The reallocation and increase of funding will provide for the purchase of equipment which supports regional homeland security activities for the Northern California Regional Intelligence Center (NCRIC) Fusion Center.

 

County Counsel has reviewed and approved the Resolution and Amendment as to form.

 

Approval of this Amendment contributes to the Shared Vision 2025 outcome of a Collaborative Community as NCRIC is a collaborative regional public safety undertaking which leads to safer communities by improving cooperation and information sharing between agencies.

FISCAL IMPACT:

All costs associated with the NCRIC operation are 100% reimbursable from federal funds. There will be no Net County Cost incurred as a result of this Amendment.
