Agreement with Heart and Soul

 

RECOMMENDATION:

Adopt a Resolution:

1) Waiving the Request for proposals requirement for consumer-run peer-support services; and

 

2) Authorizing the President of the Board to execute an Agreement with Heart and Soul for the provision of consumer-run peer-support services, for the term July 1, 2010 through June 30, 2011, for a maximum obligation of $356,901; and

 

3) Authorizing the Chief of the Health System or designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

BACKGROUND:

Consumer-operated self-help peer-support services have been identified in the President's New Freedom Commission on Mental Health Report as critical components of effective community mental health systems. They are also cited as a key service strategy in the Mental Health Services Act requirements. These services are essential to supporting consumers as they progress through all phases of wellness/recovery, including periods of relapse. Peer-support services are cost effective and have been found to reach and engage mental health clients who otherwise may not be able to participate in community activity programs on their own. In 2009 Heart and Soul was established as an independent 501 (c)(3) consumer-run organization to provide consumer peer-support and self-help services in San Mateo County. Behavioral Health and Recovery Services (BHRS) has contracted with Heart and Soul for the provision of these services since 2009.

 
 
 
 

DISCUSSION:

Heart and Soul has increased their capacity to operate as an independent provider of consumer-run peer-support services. Currently Heart and Soul is providing peer-support services at five locations in the County. Stigma reduction informational presentations will also be provided by this contractor.

 

Heart and Soul is the sole source provider of consumer-run peer-support and self help services in San Mateo County. BHRS is requesting a waiver of the RFP process for this Agreement in order to contract with this unique provider of these services.

 

The Agreement has been reviewed and approved by Risk Management, and the Agreement and Resolution have been approved by County Counsel. The contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

Subsequent to the final adoption of the State budget it may be necessary to make changes to this contract in order to reflect legislative action. This contract is recommended to your Board at this time in order to provide a continuity of services to the community until final funding levels can be determined. The contract provides that the County may reduce the scope of the contract to reflect any shortfall in funding from State or federal allocations.

 

The Agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing consumer-run peer-support services for adults and transition-age youth. BHRS provides a range of services to support consumers as they progress through all phases of wellness/recovery, and through periods of relapse. The provision of consumer-run peer-support services is one established level of support. The services provided through this Agreement contribute to this measure. It is anticipated that 90% of clients who receive services through this Agreement will rate services as good or better.

FISCAL IMPACT:

The term of the Agreement is July 1, 2010 through June 30, 2011 and the maximum obligation is $356,901. Sales tax through Realignment will fund $256,901 of the cost and the Net County Cost will be $100,000. Funds for these services will be included in the BHRS FY 2010-11 Recommended Budget.
