Agreement with The Center to Promote HealthCare Access, Inc.

RECOMMENDATION:

Adopt a Resolution:

1)

Waiving the Request for Proposals Process; and

   

2)

Authorizing the President of the Board to execute an Agreement with The Center to Promote HealthCare Access, Inc. to provide maintenance, technical support, and system expansion of the One-e-App program for the term of July 1, 2010 through June 30, 2013, in the amount of $713,819; and

   

3)

Authorizing the Chief of the Health System or designee to execute contract amendments that modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

   

BACKGROUND:

Since 2004 the One-e-App (OeA) system has been used by Certified Application Assistants in San Mateo County to screen and help families apply for health coverage programs through the Children’s Health Initiative (CHI). In July 2006 your Board approved an Agreement with The Center to Promote HealthCare Access (The Center), to maintain OeA as the system used to screen all uninsured adults and children for San Mateo County’s health coverage programs. In July 2007 your Board approved a three-year Agreement with The Center to continue to provide maintenance, technical support, and system expansion of the OeA system. Subsequently, contract Amendments were executed by your Board to implement OeA system enhancements which included unifying the County’s indigent healthcare programs under the name Access and Care for Everyone (ACE) and the transfer of ACE administration to the Health Plan of San Mateo. These enhancements provided a more seamless and streamlined health coverage application process for clients and more effective tracking for the Health System.

 

DISCUSSION:

This Agreement with The Center includes ongoing OeA system maintenance to enable the County to use OeA as the system of record for its two locally funded health coverage programs ACE and Healthy Kids (HK), and to facilitate screening and enrollment into all available health coverage programs. The contract requirements include providing technical support services to OeA users, dedicating a project manager to coordinate related projects and activities, and maintaining the OeA database and servers. As part of the Health System’s continued efforts to streamline the application process for health coverage programs, this Agreement includes system modifications to the ACE and HK final eligibility processes that enable immediate determination of final eligibility for applicants. The Center is the sole provider of the OeA system, which was developed as an initiative of the California Health Care Foundation to support enrollment into public benefits. For this reason the Health System is requesting a waiver of the Request for Proposals (RFP) process.

The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. This Agreement and Resolution have been reviewed and approved by County Counsel. The Agreement has been reviewed and approved by Risk Management and the Information Services Department.

Approval of the Agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by ensuring that the One-e-App application system is maintained and enhanced to screen and enroll all uninsured County residents for the available health coverage programs and therefore have access to basic health care services. It is anticipated that 22,000 adults will be enrolled into ACE.

FISCAL IMPACT:

The term of the Agreement is July 1, 2010 through June 30, 2013, for a total obligation of $713,819. The cost is shared by the Children’s Health Initiative/Health Coverage Unit, Human Services Agency and the San Mateo Medical Center. The Recommended FY 2010-11 Budget for the Health Coverage Unit is $9.4 million, which includes $120,653 of this Agreement. The remaining FY 2010-11 costs have been included in the Human Services Agency ($28,802) and the San Mateo Medical Center ($30,617). The FY 2010-11 Net County Cost for this Agreement is as follows: Health Coverage Unit ($30,617), Human Services Agency ($28,802) and San Mateo Medical Center ($30,617). Costs for subsequent years will be included in these respective budgets.
