Amendment to Agreement with Youth & Family Enrichment Services

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute an Amendment to the Agreement with Youth & Family Enrichment Services for the provision of psychiatric services increasing the maximum obligation by $75,000 to a new maximum of $1,294,924 with no change to the of term July 1, 2009 through June 30, 2010.

 

BACKGROUND:

For several years the County has contracted with Youth and Family Enrichment Services (YFES) for services authorized by the Mental Health Plan (MHP), Girls’ Juvenile Court services, child abuse treatment services (in collaboration with Edgewood Center for Children and Families), support of the Youth Development Initiative (YDI), and community worker services for Family Health Services. YDI promotes youth asset development, supports the Youth Commission, and recruits and trains youth (and adult mentors) to participate on County Boards/Commissions regarding policies affecting youth in San Mateo County. On July 7, 2009 your Board approved an Agreement with Youth and Family Enrichment Services for the term of July 1, 2009 through June 30, 2010.

 

DISCUSSION:

Youth and Family Enrichment Services is one of a few agency providers that delivers outpatient services to a considerable number of San Mateo County MHP clients. In FY 2009-10 the rate of service for agency providers increased. The rate increase as well as an increase in the number of clients served necessitates an increase to the Agreement. The Agreement is being amended by $75,000 for a new maximum of $1,294,924 with no change to the contract term July 1, 2009 through June 30, 2010.

 

The Amendment to the Agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing mental health counseling and case management for youth and their families. Behavioral Health and Recovery Services (BHRS) provides a range of services to promote wellness and recovery and to support consumers remaining in the lowest possible level of care. The provision of intense mental health services for youth is one established level care. The services provided through this Amendment to the Agreement contribute to this measure. It is estimated that 87% of clients who receive services through the Amendment to the Agreement will be maintained at a current or lower level of care.

 

County Counsel has reviewed and approved this Agreement and Resolution and Risk Management has approved the insurance coverage for this provider. The contractor has assured compliance with the County’s Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by county ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

FISCAL IMPACT:

The term of the amended Agreement remains July 1, 2009 through June 30, 2010. The Amendment to the Agreement maximum is increased by $75,000 to a new maximum of $1,294,924. The new maximum for BHRS is $433,711, of which $150,000 is allocated for mental health services authorized by the MHP, which includes the increase of $75,000. Of the increase, $7,500 will be funded by state Medi-Cal, $46,193 will be funded by federal Medi-Cal, and $21,307 will be funded by sales tax through Realignment. Funds for services are included in the BHRS FY 2009-10 Adopted Budget. There is no Net County Cost.
